dpa director's report discussion. report on recent activities and discussion is limited to determine whether any of the issues raised for a future meeting. presentation of the monthly fiscal report for july, august 2022. director henderson. >> welcome director henderson. >> thank you. welcome. it's good to be back. i see you guys didn't wait for me and continued the citizens business while i was away at conference, but i am happy to be back and join you all. thank you for having me president elias and vice president carter. i'm ready with my report and happy to be here again, so we have 488 cases that have been opened so far this year and we have closed at dpa522 cases. we have 244 cases that are active and pending right now and we've sustained 48 cases. this time last we're we sustained 37 case it ises. we mediated 16 cases this year and a presentation today on mediation that i think you will find enlightening and helpful and a little bit of a shift from what we presented in the past about mediation, a little more ex

why wasn't dpa was out. and at that time director henderson asked and again you heard every commission and he would say it to anyone and everyone who would listen including writing a letter to the aj, why they were not in the room. so this agreement is about recovered incident and the information that from that. i notice the repeat from what i said early, this is primarily the reason. it could have been addressed at that time. >> that is. >> it could have been. >> technically it could have been. it was not the first time or second time and not the third time and i will say this without breaching any confidentabler, all three times it was discussed. >> okay. including with the doj. i guess my concern that was raised during the discussion, like odpa can arrive on scene they have the ability to conduct an investigation. there has been no coordination in terms of department notifying them, notifying dpa of interviews that are taking place and things that they would be legally required to have access to that info

report on recent dpa activities, and announcements (dpa's report will be limited to a brief description of dpa activities and announcements. commission discussion will be limited to determining whether to calendar any of the issues raised for a future commission meeting.) director henderson. >> good evening. >> good evening, director henderson, welcome. >> thank you. i'm ready for my report. so far we have this year 538 cases opened. we have closed 567 cases so far and we have open, 248 cases. so far this year we sustained 50 cases. this time last year we sustained 39 cases. we mediated 18 cases so far this year and in the number of cases who investigations have gone beyond a 9 month period, we have 22 cases. this time last year it was the exact same number, 22 cases of cases that had gone on past 9 months. of the 22 cases, 18 of those cases are told meaning they have civil or criminal cases associated with them stopping the tolling for 3304 numbers the deadline to have cases completed by. we have 10 cases currently pending with the commission and we have-there are 83 cases that are pen

to see what the value from the department and dpa. i want to be able to meet the same record search that you guys are about to do. i will say there are some really old cases. and it would be helpful if you do the top five do it however the commission wants it done, but having an unjust to give an indication. if you have cases that are very very old and there is only one of them, i don't want to have a false sense. i would say take the top five case sxz present that. and you talked about the current cases. that's what president asked for. that's great too. the other point, this is the 3304 summation number of multiple cases, outline na is three things and the fourth thing that i would ask, is you articulated about the cases that our aids due to rescheduling with the chief's hearing. and to date, i'm not aware of any hearings that my department was allowed to or asked for in terms of rescheduling. i'm curious do you track the reasons for those rescheduled hearings? do you have terms of volume that may add to the caging of the cases? >>

dpa believes harshing sentencing would not reduce distribution and prevent overdose and does not reduceply nor demand for them and worse can actually encourage or discourage the effective methods of dealing with a overdose crisis. a report found over 70 percent of people incarcerated for drug possession and traffic in state prison used drugs prior to the offense. these individuals distribute drugs not for profit as a way to support their own substance use disorder. (inaudible) have been labeled as (inaudible) not high level members of any organized crime unit or organization and are furnishing drugs to friends and family members. these individuals need critical access to services [difficulty hearing speaker] substance treatment and support. we often (inaudible) criminalization and call for (inaudible) we know community driven treatment with proper social support leads to more successful outcomes insuring communities have access to syringe exchange services. also leads to individuals who are 5 times more likely to seek treatment and 3 times more likely to stop using according to the cdc.
