the investigator ones are being done by dpa at this time. next slide going on to the budget priorities. >> we will be doing this is the first meeting we will be doing a second meeting. >> i believe at your next board meeting on the seventh. we'll be going over in a bit more detail about the budget and about different things that we're going to be proposing for next year. all right. so the mayor's budget instructions this year was maintaining core city services and continuing significant progress decreasing unsheltered and proposing opportunities for operational efficiencies. the main things that we're been asked to be able to meet is a reduction of general funds by 15% for the usda, oig this is going to be $200,000 that is the requested amount to be able to reduce from the current budget as well as all city funded overnight travel has been prohibited and hiring has been frozen at this time. >> as of right now what you can see on the screen we are proposing a flat budget. we're not asking for no changes on here. you'll see that we have no cut

in those cases if the chief disagreewise dpa, the case is over and dpa does not have any recourse. if the chief decides that misconduct occurred, and to impose discipline, an officer has a right to a hearing before that decision is final. >> what happens if a dpa complaint turns into a commission level case? >> if the dpa determines a 11 day suspension all the way up to termination is the appropriate outcome for a misconduct case, a trial is held in front of the police commission. normally, one commissioner presides over the trial, then the entire commission will read the transcript and vote. if the commission determines misconduct occurs, then the commission also determines what the penalty will be. if you are stopped by a police officer you should follow the officer direction, keep calm, keep still, and do not make sudden movements do not reach for anything, especially in your pockets, keep your hands visible at all times. you have the right to remain silent. this means you do not have to say anything. tell the officer i want to remain silnts. you have a right to a attorney. tell

as you know, the dpa is an independent oversight agency.r mission is to investigate police misconduct review policies, conduct audits and ensure transparency and community trust. our dpa core functions is investigations. we investigate it. we we conduct investigations. we examine officer involved shootings, misconduct complaints. we also do mediation and outreach. we facilitate dialog between the officers and complainants and we also evaluate police performance audits such as the use of force audits and stop data. we also do policy and legal where we recommend reforms or to improve our policing community relations. >> we also do our sb 1421 which is our releasing the officer involved shooting investigation records as well as sb 16 and sb two as you saw in the previous presentation, this is just a brief overview over the budget instructions that we received 15% reductions, ongoing hiring freezes, no government travel and try to reduce or eliminate vacancies. so what you see on the slide right here is dps total budget and this is just our fla

so we still rely on dpa to help us with that. for 2024 dpa did not receive any formal misconduct complaints regarding the use of our military equipment. the department itself did receive complaints numerous complaints from several community members in san bruno, california regarding an incident that occurred on may 21st of last year. that incident was a training exercise where members of the special response team were conducting chemical agent training out at our site at the san bruno complex. the dispersal of the chemical agents was affected by wind currents and carried over to a school in close proximity to our to our location and we are in the middle of completing our investigation on that incident. we do have some preliminary reports that were generated by our administrative division but they are not completed as of yet. we have been working with the bay area quality management district in regards to follow up on that and we are also working on making sure that while one we stopped all of our training after that occurred we r

. >> the san francisco department of police accountability or dpa conduct an independent administratef investigation. san francisco voters created dpa as a successor to the office of citizen complaints with their passage of proposition b in the june 2016 election. dpa investigates all pd incidents in which any of our officers discharge a weapon within the course and scope of their duties and whenever that discharge results in an individual's injury or death. the san francisco district attorney's office independent investigations bureau or ide is responsible for determining the legality of the officer involved shooting. based on their independent investigation and with you. the district attorney of the county of san francisco will make the final decision as to whether the officer involved the officers involved actions comply with the laws of the state of california. all notified agencies, dispatch investigators and appropriate personnel to begin their respective and independent investigation on this incident. finally, i like to point out that we take community feedback very seriously b
