and the other key piece is dph is an immediate back up to that with the ability to use our clinics and our other partners to stand up potentially alternate care centers and other types of, depeplding on the situation, other types of areas where people can be triaged or get information or get care if necessary. so those plans are in place, we're constantly developing them because we have to really look and we don't have the ability to predesignate every site, after an earthquake we need to make sure each and every site we announce to the public is safe before it's announced so it's a complex type of situation with constant situational awareness that has to be included. >> i just wanted to add on to that, that dph has a great resource of clinics. we are working with our clinics to take on those potentially minor trauma victims that they can treat and offload the hospitals. it would be a matter of triaging them at the hospital level and get them over there. >> just one other key point on that. we would also be working very closely with our partners in dem and the communications sector to

we did have a dph hearing due to three months later due to some summertime postponement of these hearings. at that time the permitee was there and his attorney, my recollection is he did speak, he did talk to the hearing officer at that time. he was given, from what i remember, ample time to explain the situation. the hearing officer did uphold the 30-day suspension of the original notice. basically, after i read the brief, i did, i inquired at other counties what they do regarding these and what i did was i took the most successful rate of reduction in sales to minors, which was out of los angeles county, and asked what they do. they do have that in their ordinance this they can charge these monetary penalties. because of the success rate i was interested in what they did and they strictly do suspension of permits. and our ordinance here in san francisco, the way we read it, it doesn't allow for any kind of monetary penalty. clearly a violation of california penal code this section 308 only allows for us to do a suspension on the permit, which was what we did in this case. >> how did you

i applaud the mayor for recently working with police, dph and the courts to institute mandatory treatmenthe most chronic and costly individuals. but we also need law enforcement to tell people that they can't rome around town or come in from outside the city to block sidewalks and beg for change. this is a tough topic to tackle without sounding like some uncompassionate right wing jerk, but the situation is getting worse and we need to do what is best for everyone, including residents, small business owners and visitors. let's raise all schools up to excellence. we won't have to send our kids across town because the school lottery didn't work out. city college: let's follow the state restructuring report and learn from the operational dysfunction that has plagued the college for years. this brings up proposition a. we should not be burdening homeowners and small businesses with another tax, but city college is too important to jeopardize so i will put aside my taxation reservations and vote yes on a. >>> public safety, using a number of methods let's encourage our police and firefighters
