it exist between mta and dph as well. in 2013, the police department wrote 86,029 citations. and 22 were for the factors. the goal is to increase that focus so 50 plus percent of overall citations are for the top five collision factors. the next slide shows you where we are relative to historic staffing levels as well as enforcement within the police department. going back to 2004, that was the same year that we implemented the automated red light camera as well. as we have increased that system, you'll see up until 2012 there was an increase and a slight decrease in 2013. our citation numbers issued my the officers, although they decreased from 2012, they're within the staffing level within the department and as we move into 2014, those additional resources are going to be directed towards traffic enforcement. we have a group of officers who are dedicated to traffic enforce: those are the motorcycle officers. and as supervisor wiener pointed out, one of the first things to go when you are short of staff is traffic enforcement and historically you can see the numbers. we are

so we looked at peek period and we decided that we would go back to the former dph model and do ten hour shifts and it has worked better because we utilize peek staffing and we have more ambulances in the times we know we're going to be busier and we have the ability to be flexible on the post locations. but adding to some flexibility. >> so the other thing i wanted to ask about is why is the command staff for the ems division, they have no ems experience or training. it's in the report that that's the case, so i wanted to get some clarity on that. >> not the case. we have an assistant deputy chief that oversees the ems did i rigs and he's a medic. and we have supervisors that's medic. >> and they all have ems training. >> everyone in the department since 1989 including myself, it's a requirement to maintain an emt certificate. everyone has a certificate from 1989 forward. so they are paramedic licenses examine referring back to this eoa and the restoration of resources, we have asked for a greater level supervision for paramedic trained individuals to be apart of that exclusive operatin

safety net dental clinics like the dph dental services provide critical preventative treatment. unfortunately access to a preventative dental treatment continue to be a major obstacle to having healthy teeth. i include nutritional guidance. clinics are under staffed and dental appointments will become harder. in 2007, we had 1263 emergency room visits due to dental problems. you know the cost of emergency room visits. nine of these visits were from children less than 1 year of age. one more thing. treating dental problems cost $6500 per visit. additional preventative visits cost much less for an exam. we encourage you to decrease the availability of sugary drinks and increase the ability to provide benefit educational information. >> thank you. i should say we also have brittany from the american heart association. if there is anyone else that would like to speak, please come forward. >> my name is ryan ther. i want to applaud you all as other folks have said to try to take this on. i think we have a big fight ahead of us with the soda companies that poisoning our communities an
