what happens when dph over here, hsa gets up in front of us and the homeless department gets in front of us with there are other federal cuts and yes, lives are at take as well for the people that they serve also? we do have to take that into consideration. so in the context of our $350 million current deficit that we're facing at in very movement, moment, i think it's fair to authorize you to have certain positions right now to begin the work immediately. with that i want to get the commitment from the mayor's office that as you are going to approving requisitions, my proposal was two attorneys, one legal assistant, limited tenure positions until, again, the start of our budget deliberations for the next fiscal year. >> melissa mayor's office budget director and definitely commit to that. i think it's totally reasonable they would also need support staff. so we can commit that we'll approve those positions as they come to my desk today, would be happy to approve them and to explain from a data and policy perspective why that is the right number. last time we had the hearing there was

my understanding from barbara garcia director of dph, 3 of the members of the time are hired. the other 2 are in process. the training should be commencing shortly so 3 have been hired. they have done work with sfpd but the program won't be fully implemented until the 5 are hired but 3 are hired. >> qu will say if sean moore was shot january 6 the press release went out october 4 so had the mental health professionals and team in place that would have been a perfect team to have called in this instance to have possible prevented a very very tragic insden. it is just poor community relations. setting out these-making the proclamations that change will happen and nothing happening and these teams not utilized at the precise moment when they should be. so, we can go back and forth but i really would love to have discussions with you so i can understand in more detail how crisis intervention is suppose today work obthe ground because when i watched the video and it was clear all most immediately mr. moore was in crisis there was plenty of time-there was distance already and time--

width i want to bring up tom maguire from mta and megan we hear from dph here they are here to call present>> thank you the opportunity to speak at my name is megan we are within a prominent public health. i cochaired a vision zero task force and director of the program on health equity and sustainability i'm here with, choir director of sustainable streets from mta. also want to mention we have staff when the mayor's office is ugly members chiu's office as well as advocates to make remarks. thank you again for the opportunity to speak regarding automated speed enforcement which is our number one seed policy priority for vision zero in san francisco. what a vehicle collisions are leading cause of death due to injury in the united states. exactly on the rise in this recent year we've had 40,000 people killed in traffic collisions 10% of those people are in california. proximally 30 people a year die in san francisco in disproportionately impacts people walking and biking are seniors as well as our low income committees and committees of color.. we adopted vision zero as a city in 2014 and co

release that the mayor sent out and look to hearing more about there's a new multi-disciplinary team with dph and sfpd to address situations like the situation with mr. moore, someone who is experiencing mental health crisis that we're going to see de-escalation, teams of experts that have been trained and how to deal with these situations come in and diffuse, deescalate situations and we just didn't see that in that case and i am concerned about what that means and how much progress we have made especially in the area of crisis intervention and how the sfpd is dealing with residents and mental health crisis. the cases sean moore would suggest to me that we haven't come that far or far enough so i am looking forward to hearings your presentation today and the presentation of commissioner jewel us moore and i want to say i would like to hear what is going on and how are we going to implement these policies and how we will have the type of oversight of police reforms so we see progress in these areas? thank you so much. >> thank you supervisor ronen. and commissioner thurman would you like to m
