it allows dph to drawdown operations support and management of the healthy kids program. chcs sent this proposed city agreement to dph in late september of this year, 2017, but the agreement is actually retroactive to july 1, 2015 with an end date of september 30, 2019. several changes in the past few years including state level department transitions of the managed risk medical insurance board, known as mr. mid, that was commissioned into dhcs in 2014, legislative senate bill changes, which expanded medi-cal eligibility for children, thus, many healthy kids members transitioned into medi-cal, and the recently inclusion of cchip into california's covered children exchange resulted in the discovery of additional children qualifying for healthy kids. prior to this proposed agreement, our last agreement with dhcs was a six month agreement to change the contracting mr. mrmid to dhcs. that ended on june 30, 2015 and was approved through board resolution, and prior to that, the city had an agreement with mrmid through an agreement, and that agreement's term was from july 1, 200

so i know that last week, supervisor sheehy had an amendment on page 11 that had no reference to dph. it says we allow for on site consumption. yet, when i read the operation the legislation piece pending in rules committee, i know there may be forthcoming amendments, i want to make sure it's consistent. >> what i'd like to separate here is the process by which consumption is validated by the department of public health. we have eight sites right now where cannabis is consumed. the department -- at san francisco general, there is a smoking room where smoking studies are conducted both for tobacco and cannabis. employees from the department of public health and from ucsf are able to work in the space. do i believe in the eight existing spaces and at the space at san francisco general where in-patient smoking studies have been conducted. there is the ability to put in place the appropriate filters, etc., to keep people safe. my point in doing this is for -- in order to issue the license, the department of cannabis, we don't put the department of public health in the position of having t

we can move on to item 7 which is a resolution approving the dph state and federal legislative plans. >> good afternoon, commissioners, my name is cyndy comerford, policy and planning and i'm here to present our 2018 legislative platform, we prepared a memo for you which has a summary of our 2017 state and federal legislative actions and also a draft of our 2018 platform. also you should have a copy of a resolution to support the 2018 platform which is for your approval today. so, the first slide gives an overview of what i'm going to talk about today, i'm first going to give an introduction of what we use our legislative platform for, then i'm going the give a summary of our 2007 state legislative update and is talk about key federal update, some emerging legislative issues and then discuss our 2008 platform. so, i want to start off talk about what our legislative platform does, so, the legislative platform is a document that serves as a broad based set of policies that's informed by the health department's leadership and also our professional organizations that we work with, so we c
