vision zero is co-chaired by dph and sfmta. we have a task force that meets for accountability we also report to the board of supervisors and offices of the transportation authority committee and are organized by safe streets, safe people, safe vehicles and vision contribute to all those that are critical to contributing to safe streets and legislative agenda is what i'll be describing. core principles align with public health. a focus on saving lives. on prevention and on equity. we we know we will not realize vision zero with respect to our streets without equity and a focus on streets. speed is the leading predictor whether or not someone survives a crash and vision zero focuses on speeds and the tip of the spear is creating safe streets for engineering and education and enforcement and engagement through safe people and creating safe people in our city fleet and also with respect to emerging technologies and san francisco being front and center with respect to those issues nationally. this is our third action strategy. our

we have the dph crisis response team to include the district attorney to provide emotional support and navigation through city services. this year we are starting a street team in response to paytalty. we piloted the first couple in january. what the goals of this outreach are we have the team go out and respectfully acknowledge, talk to members of the public and be opportunity t to talk about decision zero. it is positively received people appreciate it. we are able to provide crisis response cards with the 24/7 phone number for people needing more support. then this is a photo from the january 28th fatality at 46th where members of the neighborhood installed flowers and so we have a street team outreach go out and post posters to the world day remember brans our neighbor died at the intersection and they will go out and talk. that is the end of the presentation. >> supervisor yee: thank you. questions. whatever happened to our attempt to do the ghost bikes? >> can you say that again? >> supervisor yee: ghost bikes? did anything ever it seems we never had a conclusion for that. >> i d

the purpose of the pilot was to test the viability of docu-sign for the dph population health division as an application to create administrative efficiencies as part of its performance improvement efforts. a major goal was to provide a e-signature to p.h.d. to decrease turnaround times for processes that required approval signatures as part of the daily business process. overall, the use of docu-sign significantly decreased the completion time for several standard business processes. based on the success of the initial pilot, maurice and darlene worked with the h.r. department, fiscal department, and i.t. department to expand the use of docu-sign. we thank maurice and darlene for their innovation, dedication, and hard work. they are both long-term d.p.h. employees, who are a tremendous asset to d.p.h. thank you so much. we work without side agencies such as m.t.a., dph. we are trying to collaborate to make the streets safer. we are at the meetings. we go to meetings at events to minimize traffic problems to make the area safer for events. to give you a snapshot of enforcement, in 2018 san francisco police department wrote 50,895 tickets, 40% were on the five. the other were things like distracted driving, driving in municipalny lanes and be things that we encourage officers to take action on. out of those 12,000 of them were written by my motorcycle officers and 41% were focused on the five. the other ones were the other violations that i just talked about. currently we are at about 50% focus on the five. we are doing better. we did get an influx of new officers which helped us. we gained 10 new motorcycle officers. there is another class coming in april, early may. we will gain more officers there. overall, law enforcement in san francisco wrote 1259 citations for blocking a bike line. in 115 sites for people not just blocking the bike lane but driv
