director's report (grant colfax md, dph, director of health) grant colfax md, dph, director of health. >> good afternoon commissioner green and commissioners i'll highlight a few of the items and answer any questions. you have. >> first was to host a conversation with with dr. fiona where dr. provided his and spent a lot of time with the staff in answering questions and take one of two photos with people and to make sure that we had a wide range of people who worked hard on covid in the health department at present and able to live stream the event with 750 people watched this and honored to have dr. facuci and in other news. mid-year budget update the economic rally of san francisco is such that the mayor has determined we can't wait until next year for the budget process to begin and therefore instructed the department to have reductions of three percent of the general fund to support the courage fiscal year for identifying approximately $26 million in addition revenues or saving by october 26th so we will be following those instructions and to the mayor's office and dph will work i

that is both dph and non dph programs. about 2300 receive methadone for opioid use disorder. nearly 575 residential treatment admissions and about 1100 people used withdraw management services. again 2022 data. we made some-worked hard, i want to acknowledge my team and all dph. worked hard to expand a number of services along this continuum. that work has been enabled by proposition c focusing expanding service for people experiencing homelessness. we worked to expand medications for addiction treatment as well as other high impact treatments. dph expanded access to these medications at key sites by a variety of tactics including increasing hours of operation, increasing staffing and increasing ability to do in community treatment. you can see some of the programs listed on your slide. i do want to acknowledge we have been challenged at times in terms of workforce shortages, which are both a national and local problem. there have been times where expansion is slowed by challenges identifying appropriate numbers of staff. this is true for both dph ourself as well as our contr

. >> one question for the dph. the mental health services act i know in the past had to choose with $10 has that been addressed? >> yes. that's a great question. yes you're unspent dollars in the past have been unspent because allocate for services or always are we allocating for positions and making sure that in the economic down fall to maintain the programs so with our unspent balance we added those funds to the focus program increased dramatically during covid during covid our programs we're seeing more clients and providing virtual services online and then we want to be able to sustain the program. simultaneously had the dream keeper initiative and able to expand funding for program like the network. and we use those unspent dollars to sustain the programs we also looked at the housing portfolio and at washington burn and hoping to transitional housing and also expanded our population focus programs by adding booker t washington that's how we were able to get the dollars but san francisco has not had to divert

as you know, when somebody has a severe healthcare, they come to us at dph as a managed care plan and as a provider, if they have a mild to moderate, they are cared for in the primary care context. which have implemented and aiming to improve transition of clients between the behavioral system and in this case, general medical care system. this is really an attorney development as we integrate care across the system. we also have an opportunity under cal aim, to derive from additional funding for what is being called community support, you can see this in the second to bottom green. one example is that summer rise, our drug sobering center, one of the new efforts under mental sf, launched as a community or has begun to be part of the community. this is really enabling us under the fed med cal program to deliver care that is broader and more narrow bio medical care, which can be extremely affective but this allows us to address other needs to folks with severe behavioral health concerns have. and last slide, i want to just mention that we are hard at work, preparing to join this the re

i have been with dph for 27 years as an inspector and in in assignment in the tobacco program for a year. the program is very ably run by jenny young behind me in the program for over 10 years runing program. she is available as well to answer questions you may have. excuse me. as the brief states the jug shop moved to from 1590 pacific to location 1648 pacific, did apply for retail tobacco permit and have been selling it at 1648 since 2021. to my knowledge they may be selling he may have discontinued based on feedback from us i'm not clear about that. but after reviewing he submitted the application. we reviewed it and we determined that we would not be able to issue him a retail tobacco permit at that location due to permitting restrictions in the health code. those have been specified in the brief submitted to you. i would be happy top go each point but the main reason for that the 1648 pacific address never had a retail to becomeo permit and the health code prevents us from issuing a permit at a location never had a tobacco permit. there are other issues as limp that are addressed in

within our own departments dph behavioral health services has 144 vacancies the shortages hindzer our ain't to provide severe metal health crisis with services and needed medical care. the shortage of data analyst system making impossible for policy makers to evaluate the success or lack thereof of interventions at work to address the crisis. despite the acknowledged workforce shortage san francisco not implemented recruitment or retention for any behavioral healing worktory address the high vacancies. we bent over backward for police department to address their recruitment and retention concerns. i mentioned the board has approved infusion of 149 million in police department to help sustain staffing levels and funds incentives and increase bonuses. at the same time we made zero investment in increasing the behavioral healing professionals. i think it is fair it say the mayor's office playing games with san franciscans despite lives hanging in the balance. on one hand supports mental health investments to address issues present every day. supports health interventions safe consumption
