dpw has put in curb ramps between the bart station and san jose, and that will make it easier for many residents, whether they are in a wheelchair or in a stroller. balboa park. we do not have next bus there. we have others that go there, and we have no indication as to when these buses will arrive, because we do not have next bus. everyone is crossing their fingers in different directions. nobody wants to admit what their responsibility is. it is an untenable situation and very unfair for people in my district. i have been fighting it, for years, in mudslide. it wasn't until recently that i came to realize about balboa park -- i will be fighting it, for years, it appears. pedestrians are constrained to use the balboa park station. we need to have a different approach to it. i am hoping we can have that happen. last year, we approved the better neighborhoods plan for balboa park. ocean avenue. just past city college on ocean avenue, also inclusive of balboa park, and the station itself. we actually zoned it for housing, but the mta does not want to look that pretty housing in trans in-

there has been no explanation from dpw or usf why defense cannot be moved in this area. i like to show you in terms of drawing, this is the same drawing that mr. o'brien showed, this is the end of the field neared the sonic. i believe the red is the retaining wall. there is no retaining wall here. this entire area, there is no reason, safety or other, that cannot be brought in. lastly, i'd like to address --, again, i have not been inside the field, so i am looking at the information that usf provided. i looked carefully at their drawing, and according to mr. o'brien, he would have quite a difference in grade, at least a good portion of it. at this breakdown is based upon usf's map. sorry. basically, what it shows is there is a portion of the field where the change in grade is 3 inches or less. that is about 89 feet. thirionto edges 1 foot changing grade 47 feet. and up to 2.5 feet change in grade it. you'll only looking at about 20% of the field. in my response to usf's brief, i wanted to point out, one of the alternatives i am asking to consider is those areas of the f

mobile food -- dpw will hold their hearing at 6 in the morning to present to the public the guidelines, the permitting process, and to get feedback. if there is not a lot of changes or recommendations for them to consider, they are targeting a february 1 implementation date for the new permitting process. last week, i was a part of the meeting to work with some of the guidelines with dpw, including with food. we also had kevin wesley from the golden gate restaurant association. and we had matt cohen from off the grid. we had the representation of pushcarts, trucks, and restaurants to create some guidelines around food for the hearing officers to be able to use. it was a very constructive meeting. local hiring -- last month, we heard the local hiring legislation. it did pass. it passed without the delayed implementation for the lbes. hrc will be monitoring and keeping the commission apprised of any negative unintended consequences to the san francisco lbes regarding the requirement to fulfil the local hiring mandate. in july, i am hoping to have a presentation from the police department

dpw assembled the task force because of the number of complaints that did come through. i represented those concerns, but i think we came out with something that is not too far off from the original -- commissioner o'conner: i am not contesting this legislation. i am just pointing out that this is where we are going, and it is not stopping. how far is it going to go? it is going to keep going, you know? >> the other thing -- the other components we can eventually take a look at is that there are a fair number of businesses that also are not utilizing some of the free resources they have with yelp or google, before getting into the text advertising for which you have to pay. i think that is part of things that the commission can work with the office of economic and work-force development in trying to find ways to really help those businesses better utilize some of the online resources. but it is similar -- this law is very similar to the no soliciting law, where you have to have a posted "no solicitors" to stop people from running your doorbell and soliciting money. -- fr

what perturbs me is dpw, and i know there are some people here from dpw that know me pretty well. if somebody comes and puts a little graffiti thing, they will find you about $300. and you have these nasty, dirty looking things on our electric poles. they are disgusting. lowering the property value. they do nothing. we need to find out what is the relationship between the service providers and dpw? and secondly, who gives them the right to go inside somebody's house, even though it is public right of way, and put these nasty things on these electric poles that in the first place, such things should never be put. these are huge boxes -- not all of them, but most of them. you have heard here from eric brooks and others that we can do this underground. we can use fiber optics. the city lost eight years ago when we allow comcast to do the underground, and we did not do it ourselves like other states. our city does not have the foresight. now that we have allowed these rascals to come into our neighborhoods and destroy the aesthetics, now, we are planning what to do. it is a bit too la

i did work with dpw. i love all of them. i could not have done this without them. in fact, we had to redo the ramps. it actually came up in the record, do not touch this place until you call me. what do you want to do to my crosswalk? i became very possessive of it. there was money available to upgrade the ramps and the city is still working to reduce the yellow striping, but it all but put back. supervisor mar: the crosswalk almost feels like it is brick. >> it is correct. there are several ways to do this. we could have done something in the middle. in portland, they did a cool design in the middle of the street. that prevented people from barreling through an intersection. in philadelphia and baltimore, they used duratherm and it worked well. the upkeep on duratherm -- it is embedded in asphalt. essentially, you have to route out four inches of asphalt, and then they embed the duratherm in the asphalt. this is similar to something they do in london. supervisor mar: i think they do this in hong kong, too. >> it has been well appreciated in the neighborhoods. we p
