we rode back to dpw with a certified letter and never got any response back. we are objecting against this fine and we keep our building is clean as we can. we have extra paint on hand and where there monday through friday making sure it is clean. thank you. president chiu: next speaker. >> good afternoon. i represent the owner of 1524 mission street located at mission and geneva. we have also received a notice. we paid on that one on april 1st, 2011 and we got one for the same building, 5128, the same address. we paid the building every month it seems like an now, members in the community have made it known to our painters that the symbol there should not be removed or there will be retaliation against the painters. it's getting tougher and tougher to get rid of this. we have been working with the police department. officer mccarthy to try to solve this problem. we keep getting $250 fines over and over and unless we want to hire someone 24 hours to stand out there and painted, i don't know how to come to terms with this issue. it's frustrating. this happens a

dpw -- dpw comes up to pay them. at&t does not maintain their boxes and the cost is covered by taxpayers. to show how proactive they are, and one had a crew come out to paint to of the boxes in cravaack heights age. within 24 hours, both were attacked. he now says and 800 number will be on all the new boxes, exerting residents to call when they see graffiti. i do not think this should be the responsibility of neighborhood residents. if at&t neglects to keep these boxes graffiti free, which at&t received a fine for any violation? on february 10, i sent an e- mail asking if there is someone on staff that inspects the boxes with any regularity, or someone who is supposed to. the reply the same day said no, we do not have a specific team dedicated to finding and removing graffiti. some field crews are equipped to remove graffiti on site. we generally contract out graffiti painting. in mr. blackman's words, the cooling fans on the new boxes in it a sound equivalent to an electric toothbrush all day long. competition is a

supervisor kim: i just have two questions for dpw. actually, my question is just in reference to our budget and legislative analyst's report. just wanted to hear from dpw in terms of the rationale for increasing -- negotiating the increase rather than doing a competitive rfp process. >> as was mentioned, the intent was to have a consistent and continuous presence of particular positions, specifically, the firm has provided us with cost estimation with schedulers as well as with engineering support and inspection support. specifically, we have provided inspectors of record, which, when the state approves an inspector of record to be assigned to a program inspector, they have continuous inspection for the life of that program. the lion's share of this contract has been for supplying additional inspectors of record for the program. there have been three specific inspectors provided for this job. supervisor kim: thank you. also, the source of funding for this additional increase -- was that budgeted within a $584 million in the table two,

each year, it is a joint application between the mta and dpw for bicycle and pedestrian projects. it is a relatively small amount of money, as you can see, that comes to us. the department of public works portion is used for sidewalk repairs around dpw responsibility sidewalks, and for design and planning activities in our curve ramp program. both of these programs have quite a few other funding sources as well. mta is using this for bicycle projects. for a number of years, they were not able to apply for the funds because of the court injunction. their bicycle program is up and running. and representatives from the mta are here to answer questions as well as project managers from dpw. i'm happy to answer any questions that i can. supervisor avalos: ok, maybe briefly, if you could just talk about the general scope of the work specific to these moneys and where they will be. i'm sure is general all over the city, but if you could describe that. >> it is. with the curb ramp program, we have an americans with disabilities act transition plan that lays out the order and priorities for

we could not have dpw week without hearing from the dpw. would you please come up and say something? >> thank you. good morning, everyone. it is great to be out here. this is one block of the many streets of san francisco that together with our sidewalks cover 25% of our city. 25% of the city is covered with streets and sidewalks, but as the mayor said, they were designed more for people to drive through then to be on. as jared alluded to, they were designed to cover up the environment rather than work with its natural processes. what we have coming to get a year, a great lead up to public works week for us, is great partnership among a lot of different city departments, a lot of different binders for the region, the federal government to make a community-driven project happen, and to do it with a local contractor. as a matter of fact, all local contractors -- ashbury construction and all their subs, all my grow lbe contractors transforming this block into one that will be higher performing, safer, traffic calm, more attractive, and will fu

it was a gift, not only from the city, but also from dpw. let me detail what we are talking about in our district, programs in the vessels there -- excelsior. many more park sapping and patrol in our major parks such as crocker-amazon, burke's part, allis chalmers. with those parks, we deal with a lot of seniors. in crocker-amazon, we're given a great gift with the bocce ball courts started over a month ago. trash dumping -- i will be real quick. trash dumping in our neighborhood supported by the efforts of supervisor cohen and at avalos. there are certain hot spots that we cannot do with any longer. we need public service announcements about big trash days, at least two times a year. i last issue, public safety. engleside and terrible station represents the biggest area of san francisco. -- terraval station represents the biggest area of san francisco. engleside to visitation valley. we are down about 20 officers in each district. we need to look at the classes of retirement, people on sick leave, officers on sick leave, officers on disabil

we also have a presentation from the director of dpw? >> good morning. i have a presentation if you want or need it. otherwise, just happy to answer questions. supervisor avalos: i think briefly if you could discuss the benefit of the ordinance for your work and the work of your department. if you could briefly talk about that, that would be great. >> it is really -- the enforcement responsibilities that the department has for maintaining the public rights of way to be safe and clean and accessible are scattered amongst a number of different parts of the municipal code and health code, the police code an ad in code, the public works code. we have two pieces of the existing legislation. the blight ordinance and our sidewalk inspection and repair ordinance, which actually work very well. they are very effective because they are designed to enable us to, once we have identified a problem, if the property owner does not address it, it allows us to address it and recover the city's cost. we do not have that ability with the myriad of other aspects of the code
