someone who has been part of the dpw family. >> thank you. good morning. dpw. i am going to talk about my experiences as dpw. it gave me an opportunity. i've learned a lot of things to the corridor. i have also -- we just came up here. while. would put some decomposed granite in these bottles, and came out with some volunteers, and we weeded out the trees and all that stuff, but this has been a great opportunity. i will soon be graduating. when i came in, i was a 99-16. these guys are in the prince -- are in the pre-apprenticeship program. i took pride in my job. sometimes it would be tedious work. i would come out and work hard. you could see the merchants, the merchants will criticize you one way or another. if you are doing a great job, they will say, hey, you are doing a great job, give you a soda pop or water. if not, they will also write in and say, hey, this guy is not doing the job. i have enjoyed myself year. seeing everybody speak, this is a tough act to follow, you know? they also good and positive things. i will say, let's keep san francisco green a

we got a call from somebody asking, is dpw doing this? we said yes. i have $50,000, i will support it. we are a private group. this is not tax deductible. we do not care. and they rebuilt some houses. the problem with most people is they could not even teardown their homes. but this is the burning man twist. i love telling this story. being who they were, the culture, at the end of each day, the landscape was strewn with debris. you have to seeing the pictures. they gather up the debris, at night, they turn it into a bonfire. that is part of our culture. then locals started to come around and one woman said, i have never seen anything like this. i have never seen anything like this, but i like it. pretty soon, they were making art. fema is not going to do that for you. and that was just a spontaneous effort. now it has expanded around the world. this came out of burning man, this wild, crazy party. >> let us start over here with a question. >> i would like to ask a question about dpw. the people that build infrastructure. i want to know why they do no

[applause] >> thank you. it has been a long time coming. the people in the bayview hunters point has it been patient as this project has taken its course. we are delighted to be here today to celebrate a great neck step in this project. the department of public works has the pleasure of working with the library management and commission, and with the community to help envision what the library is that they want. once that is done, our job is to get it done and to work with all the people to get it designed, built, stalked, staff, and opened. this is where the rubber really hits the road for us. we have been engaged in this project for a long time, but now we need to make sure that you will get a library that you want and deserve. in doing so, it takes -- to use a corny cliches -- it takes a village to build a library. it takes a lot of people to come togethe

i called dpw and they boarded up the property. it had been some time before we have had to do that, but occasionally, we will get dpw. as far as i know, we have never contracted out to a private company to do that work for us to get more proactive. that is what it would take. we would need contracts, for instance, -- commissioner murphy: how many units are in this building? >> 50. commissioner murphy: any complaints from the other tenants? >> not that i'm aware of. >to do the repairs that he was asking for, we would have to do a couple of bids to get our prices. i looked at a plumbing inspector who specializes in boilers, and when he gave me the notice of inspection in may, he told the property owner that it we would never -- not be accepting a certification from a contractor that the boiler made code. he pointed out some code discrepancies, asbestos, and told him to update it. that is what is taking time. they have to update this boiler and a half to remove the asbestos. the boiler has been working. there has not been any complai

that is why the library director works so hard with dpw, our human rights commission, to do it right. the right way to do it. i know reverend walker knows that. it is so important to this community that we not only buildings for the future, but in a way that everyone in the community participates. so that they know that we, as a city, as a community, built this library. not some contractor or a department that you never see. we are doing it more and more with our local hiring ordinance. we grabbed the talent from within. we can build a world class libraries for everyone else to come to. that is what i enjoy doing, that is why i am here. i am also here to praise the library commissioners who are with us this morning, friends of the library, the manager who will be here. the library is our future. we are constructing -- reconstructing libraries all over the city. every time we come to the community, libraries are welcome because they are the new community center, the safe place for people to be. then you can allow your mind to go through these books. and it is not just books these days.

dpw fees. commissioner murphy: is the category of emergencies objective? is it by virtue of the department to render what is emergency? >> the code has specific language about imminent hazard. the code also talks about the fact that the building official has to act reasonably. it has to be something where not just the heat is going out, but an imminent hazard. if the ambient temperature outside is 60 degrees, that will not be as much of a hazard, compared to one of those days that we had, where the temperature is in the 30's. if we are dealing with a central system, we have to then do a tremendous amount of coordination, get the bureau of building repair out there, to assess what they can do on an interim basis to get the system back up. we are not usually dealing with complete replacement or repair. we do not have the fund to deal with those issues. it would be a total shipped from educating, implementing, documenting the requirements of, and enforcing the electrical, mechanical, blogging, adm
