dr. brzezinski. how important is the israeli- palestinian question? >> it is very important. it is overshadowed right now by other issues like iran and egypt, so it is not at the top of ohio, but it is an enduring problem -- up the top of the pile, but it is an enduring problem that ultimately will be a mortal threat to israel, because if that issue is not resolved in an equitable fashion, the chances of israel becoming an integral part of the middle east decline, and if the middle east is going to assert itself, if it becomes self contained and self- assertive, for israel is not very promising, so i think from a moral point of view this as an important time -- an important priority. i think the majority of israelis and palestinians are prepared for a settlement, but it will never happen without american initiative. >> to you agree? >> no one has worked harder to try to come up with ideas to try to make it work. i think for the near-term negotiations are not on. there is too much talk about iran. it seems the prime minister netanyahu wants negotiations without an outcome, and

dr. brzezinski.s been worked out with the most important allies of the united states. our nato partners. it's a phased withdrawal two years from now, u.s. and other nato combat troops will essentially be out of afghanistan. in the middle of next year, in theory, we will shift the lead responsibility for security to the afghan forces. i think if that timetable were rally changed, the effects in afghanistan would be to add to the growing uncertainty and would encourage different groups to try to grab pieces of the country themselves. you'd have a real respite of civil war and partition. that may happen anyway after 2014, but the least the u.s. can do is try to stabilize the situation, give the afghans the best chance they can have. >> i believe there may be some disagreement here on the set. we'll start with richard haass. richard? >> i actually would accelerate it. not because of the incidents of the last two days, i would have favored a faster program to begin with. i simply don't think as david hims

[ applause ] >> this forum could not be more timely. unfortunately could not be more timely. the united states is facing enormous challenges in the united states as the arab awakening continues to change politics in the region. the violence in syria, can i say the butchery in syria, has left the international community should do to end the bloodshed, and the challenges posed by iran's nuclear program have many talking about the prospects of war. let's all hope that does not happen.

dr. brzezinski, the soviets just fired missiles at the united states. figure out what the response is. and he hung up the phone and said he sat there, wasn't going to wake his wife up or his three kids because he knew they'd all be dead in 30 minutes. and he picked up the phone and called back and he said he decided. we're going to die. and he said there was a piece about him he said they're going to die too. picked up the phone, called back the white house and was told by a general it was a false alarm. >> yep. >> it was a false alarm. >> i'm not sure how i feel about that. i don't think it does much good. >> the thing is, though, that's what, you know. that's the high stakes that we went through that you guys -- >> and that's why we elect our presidents and that's why the president of the united states is uniquely the commander in chief. he isn't just the guy on top of the military, he is the top of the military. it's the genius of our constitution. i wish these guys would fight about this instead of contraception. >> yeah, exactly. >> let's circle ba

dr. brzezinski this question all the time. they don't have answers. i'm sure you do.st vexing foreign policy challenge of our time at least in 2012. yet you ask a simple question who is in charge? and there aren't a lot of answers. it seems as if mahmoud ahmadinejad is not in charge. perhaps ayatollah is or revolutionary government. who is in charge? >> i think that what we have seen with them in terms of viciousness and willingness to attack troops in iraq over the years, it shows they have a strong hand. >> i want to pivot back to a point you were just making to joe about iranian perspective on this. we look at it from obama and from my view it's nice to see him continue the bush tradition. a little bit better with drones and so forth. but then how are the iranians looking at this? do they see themselves legitimately backed into a corner figuring they may have to fight their way out or do they see they don't have any cards left to play here and it's time for them to grow up and deal with the world community or are they just banking on china and others to sort of giv
