dr. ezekiel emanuel. thank you for being here. dr. emanuel i know you like your plan.ake it better, what would it be for the patient? >> well, i think there are two things we really need to do. one, it's quite clear that the american public is upset about deductibles and how much they need to pay out of pocket before the insurance kicks in. we definitely need to bring that down. interestingly, when the congressional budget office evaluated the most recent republican plan, they said deductibles would go up. that is going in the wrong direction. so i think we need to make healthcare more affordable and the flip side of that is we need to pay doctors and hospitals differently so that they actually are interested in keeping people healthy and don't just get paid when they treat the sick. i think that's a lot of what the public really wants. some of the things they really likeside no deductibles, no co-pays for prevention. i think that's really important. no deductibles and co-pays for three primary care visits. i think that's also important to keep. brian: dr. siegel, you

dr. ezekiel emanuel. speakers many cases conservatives and libertarians. >> well, first of all, i think we need to be clear there is freedom of speech in this country that includes the right of people to speak and the right of people to protest against speakers. so i think there is a right on both sides. we have often had a very vigorous discussions in this country. i can say that my experience at the university of pennsylvania is people get to speak. students listen. sometimes students protest. and, you know, i have been protested at various universities and that's part of the discussion. i mean, it's part of the large discussion and disagreements and attempt to resolve it what i think is important is to have some civility in these discussions and begin listening to each other. i would remind your audience though that, you know, the long history of america and the long history of trying to suppress speech has mostly been the right suppressing the left. i will go back to john quincy adams and the gag rule

dr. emanuel and others.has reached to several people through out the process to gauge both their policy ideas and strategy ideas. i think the president noted friday afternoon that we learned a lot on several fronts about strategically how to handle this as well as some of the members that we thought we would have with us. we are re-examining that on a variety basis. i wanted to ask you a question which is, does the white house know now what happened? do you have issues with the idea that someone perhaps an expectative branch shared information on the white house grounds without you knowing about it? are you investigating this? do you believe it was a leak? or was it, in fact, someone on the white house staff or on loan to you who provided the information and therefore it's not a leak?

dr. emanuel? >> he wants to hear ideas not just of him but of a lot of people. we've brought in people on both sides of the aisle, from both houses, from industry. the idea is to try to make this the best possible -- he talked to elijah cummings a couple of weeks ago about drug prices. it's not about ideology or party but instituting a patient centric policy where they can get health care and coverage. hearing ideas, listening to his suggestions and figuring out if we can make it better. part of the amendments that speaker ryan talked about is, in large part, because we've been listening and making it better and making it better. and as it continues to work through the process, it's not just the current bill but also the additional legislation that's part of this overall three-pronged process we've talked about. making sure we do this right and give the american people the best possible outcome is what this has always been about. >> he wants to get this in front of the house maybe by thursday. how much will the plan change between now and then compared to what w

dr. ezekiel emanuel architect of obamacare who continues to criticize the gop replacement plan. am joined by dr. phil rowe, house doctors committee. thanks for joining me. i get the sense, people told me there is a bit of a battle going on between moderate republicans and conservative republicans. if you continue to try to appease the conservative republicans you will really have a problem with the moderates. how would you respond to that? >> i think that is probably correct but you pointed out but i do believe we'll get a consensus. as you point out the president will be with us at 9:00 in the morning to meet and sort of share his thought how he feels about this plan. so no, i think you've correctly laid out the problem we're having. ashley: one of the things that, okay, phasing out medicaid expansion earlier. this is something conservatives would like to see. repealing the requirement that insurers provide, allow 26-year-olds, up to 26 to stay on their parents' insurance. are these things workable or could they derail the whole deal? >> no, i think the medicaid, expansion will

dr. emmanuel, zeke emanuel from the university of pennsylvania, he said we have too many hospitals in the united states. he said there are about 5,000 hospitals. he said there are a thousand too many. he actually wrote a book about this after they wrote the health care law, and he said about a thousand too many, they need to close. well, if you're in rural wyoming or rural missouri, those hospitals are a long way from other places. and the first 80 hospitals have closed, and they are rural hospitals. fortunately not in my state, but in a number of states you've seen that, with numbers of rural hospitals closing. and when a rural hospital closes as a result of the obama health care law, the impact on a community is dramatic in terms of it being able to recruit nurses, doctors. but not just that, recruit businesses to the community. if there's not a hospital to recruit teachers to the schools. and i don't know if that's an experience or concerns you're seeing around rural missouri. mr. blunt: mr. president, you're seeing that, toorks where the critical needs hospitals, the only hospital ava
