dr. espinola jackson here. i would like to say i have lived in hunter's point, bay view hunter's point for the last -- since 1948, and i have a concern with the pdr, the zoning change, because what occurred is someone applied for a change with the pdr at 3453 street and we in the community oppose that area being set up as a clinic, but guess what? it's a clinic there with babies coming there, and it's very toxic there. if you don't know the area you shouldn't be voting on this. i'm not talking about the storage. i am talking about other areas because the cac that you just set up a couple of months ago i went to the last meeting they didn't even have a quorum so they couldn't vote on this, and i have a concern with this rush through dealing with the shipyard because this would even include the hunter's point shipyard what they plan to do in that area and there hasn't been an environmental impact report in that area because we got jury to rule in our favor against the board of supervisors, and the city planning d

dr. espinola jackson. i would like to say, after listening to your deliberations, i went to the commission, puc commission. in fact, they will be in the very room tomorrow and i will be definitely on them. i said to that commission that i would like for them to have a staff to cease and desist in what was going on in bayview hunters point dealing with the sewer plant. and the commissioner called me back to the podium and said, ms. jackson, we don't have anything to do with the staff. we only deal with the director. i said, okay. but he said, i will be your [speaker not understood] between this commission and you, mrs. jackson, because when i come to a commission meeting, i come with facts. what we are going through in bayview hunters point and what i see now that i will have to do is request that the rico act be enforced here in san francisco. you made a statement about corruption. this city is so corrupt and it became corrupt from '96 up until now because of what is going on. and i've been watching. i'm 8

dr. espinola jackson and i was here before when this was -- decision was done, but you had followed the stated there was not a conversation concerning it. i would like to say that i live in bayview hunters point and the reason why this had came to your attention is because of the fact files had been diverted from bayview hunters point to oakland, california, for people to be hired to come and do work in my community and not the people that live in bayview hunters point ~. funds are being dwindled every place, but not in the community. and i came forward and i stated -- i came to see if you was going to do due diligence because if i had committed what had occurred, you would put me in jail. and i have great concerns about the fact that people don't know the facts and don't have the facts and can come up here and say how great someone is when in my community we had to do mitigation to get a college built in my community. and what has occurred? everything that's been going on has been trying to take a which the college, make the college an office building, and not an educational system. and who

dr. espinola jackson. i decided i'd be last to speak because san francisco is reminding me of a report that i've been reading called vail, california. you know, we have the bayview hunters point community legal and i was happy to see when they came and to be a part of my community because we have not had anyone to represent us. the problem, the core problem that we have is right here at city hall. i've been before you, supervisors, asking you to please hold a hearing on the so-called affordable housing. you haven't done it. why? it's because of big developments coming into san francisco, and that is one of the reasons why people are being evicted, especially in bayview hunters point. there was a lawsuit filed and we won, and the city is overlooking the law. they're still trying to build out there at the shipyard. why isn't it you, the policy makers, are letting other departments make policies for this city? it's ridiculous. and it hurts me when i'm getting calls every day about people dying in my community
