dr. scott harrington. the dentist currently is facing 17 complaints filed by the state board of dentistry after inspectors found that he had deplorable conditions in his office. allegedly including use of filthy instruments, improper sterilization of dental instruments, using drugs that were expired among many other alleged violations. now, people will be coming here today to be screened for hepatitis "b" and "c" as well as hiv, and i asked one of the officials here what will happen after those tests are taken. >> it will take approximately two to three weeks for patients to receive test results. if someone receives a negative test result, they'll be notified via mail. if anyone were to test positive, they would receive a personal contact to reveal their results. >> reporter: health officials are telling the community they don't believe that they're facing an outbreak of hiv and hepatitis, but they're trying to tamp down any possibility of panic here in this area by organizing these free screenings. and, r

dr. harrington. the big thing that gets everybody caught off guard is they've been going to this guy who has had a history of practice there, 36 years. >> it's amazing he could go on so long having dirty instruments and unclean -- not sterilizing them properly. one would think the main message from here is, first of all, very few of these people did get infected because it's not easy to pass on these blood-borne infections with dental care. if you see a dentist is not sterilizing instruments properly, or the dental assistants saw this, they should have reported it. >> they stress this is not technically considered an outbreak as of yet. what would change the tipping point? >> if they would find a lot more cases. i think they haven't yet. the possibility exists. don't forget, there was a famous case in 1989 when a woman in florida was infected by her dentist with hiv, and she was one of six. and that guy died, that dentist died and his name was david aker and he -- the cdc never proved it because he w

dr. harrington will never go to the dentist again.he people who saw the doctor may have been exposed to hiv and hepatitis. and state inspectors found rusty instruments and contaminated drug vials and improperly sterilized instruments. more than 75 people in line waiting to undergo the free tests. officials say it's first come, first serve. former patients say they feel betrayed by a man who was supposed to protect their health. >> god forbid something happens, i'll be jeopardized my entire life. >> you can't trust the doctors and dentists, people are supposed to do right by you, who do you trust. >> reporter: in addition to 7,000 former patients who have been identified. health department officials warn there could be. more although the doctor has been practicing more than three decades, his patient records, well, they only go back to the year 2007. in oklahoma, and many other states, dental offices are not routinely inspected for health code violations. experts say patients need to be aware that proper proceeds should be followed. >>

dr. harrington's patient.what kind of health violations are we talking about in this dentist office. >> reporter: a long list of allegations made against the doctor when they came in here just a couple of weeks ago. they started taking a closer look and inspecting the tools and instruments that the doctor and his assistants were using. in some cases, they found some of the instruments had been rusted away. they say that is important, because it is impossible to stair looiz those after they have been used. remember, this is an oral surgeon. this isn't someone who isn't just doing simple cleanings. these are invasive procedures. a lot of blood involved. it is impossible to sterilize equipment that has been rusted health owe visions say. as well as assistants that are not qualified to do the work they were doing. on the couple of days they went to inspect the offers, they literally walked out of the dentist office feeling sick. >> ed, what happens next here? where is this guy? where is this dentist? >> reporter:

dr. harrington but he did not return calls. >> 7,000 patients have gotten these letters to get tested for hiv, hepatitis c -- what is the chances more patients are going to test positive, given those conditions? >> there are a couple of disturbing factors here. you know, many patients in his practice have hiv and hepatitis c -- >> he was treating a high-risk population -- >> he was and had instruments set aside for those patients and other instruments for patients where he didn't know whether they were infected or not. that's very dangerous. all instruments should be treated the same. last summer there were 8,000 patients from colorado who were notified and thankfully there none of them were infected. here there's a much higher chance someone -- >> i would have thought soaking instruments in bleach would have killed anything. we keep hearing bleach is the only thing that kills everything. >> for a lot bleach is the only way to go but these have to go into an autoclave, which uses pressure and heat. if you use bleach on them first it disturbs the outside of the instrument so the autoclave
