dr. johnson, you are the former chief economist at imf. nobody has a deeper understanding of global economics than you do. what could be your advice to this committee with respect to the question of how you deal with this in a systematic way? >> the imf the device would be focused at the immediate from work. you need a bipartisan consensus. you need to say, this is what we are going to do on tax reform. i can address some concerns in a straightforward way. compared with other countries like europe, they have the same problem. we might see the same problems in western europe as well. if you had the framework, the rules agreed upon, and then the flip side, it is not easy to change our rules. the market will know that it will take a lot to undo them. it is hard to undo in the markets. i think the chinese president's wants to see how his money is doing. other creditors will demand this kind of change as well. we should do it ourselves, now.
