dr. peter beilenson. everyone knows this is a complex bill. what does it boil down to for you and me? >> well, i tell you one very important thing you know you hear a lot of partisan sniping. but ill tell you how it really matters to the 50 million people who are uninsured. i actually was diagnosed five years ago with parkinson's disease early onset but almost nobody knows about it and i have a great neurologist who takes insurance. i go to the giant pharmacy and take medications to deal with the symptoms because i have insurance and because they take insurance and because my business -- the workplace i'm in provides health care insurance. i don't have to worry about having a symptoms go out of control. if i were a 52-year-old auto mechanic in a car shop or 52- year-old consultant who had to buy individual insurance, i would not be able to get that insurance because it would be -- because of a pre-existing condition. millions of americans are in that situation. and not only sit bad for their -- is it bad for their health but it's bad for the economy because similar tolls will progress

dr. peter beilenson the howard county health officer. >> reporter: can you breakit down for us? >> number one they uphold the entire bill which allows for more people to be on medicaid. that will expand in eligibility and allows for people with pre- existing conditions to get health care at a reasonable cost among a variety of other sorts of things. the second decision could be striking down the entire bill which gets of not just the individual mandate which we'll talk about in a moment and some of the controversial parts of the bill and also get rid of medicaid expansion and get rid of kids being able to stay on their parents' plan which has gotten three million 18 to 25- year-olds into care since it's been into effect so far. that would all go away. and third it's complicated but strike down the individual mandate of the gill and allow the rest of it to stand but there are some complications from that. >> reporter: it forces people to pay a penalty if they don't purchase health insurance. what does that mean for everyday folks? >> first of all, it means for the best orator in
