[ applause ] the new automated technologies have the potential of dramatically changing public transportation and travel, expanding access for millions within our borders. the private sector is driving these innovations, working with cities and states like yourselves. but in addition to the commercial applications, automated technologies can also help expand access to transportation for underserved populations, especially the elderly and the disabled. i know that governor hickenlooper and also governor ducey have rid nen automated vehicles and they have really been leaders in automated technologies and we want to thank both of you for your interest and for your leadership. you know, over 35,000 people perished in traffic crashes in 2005. this is a 7% inkrac

i'm excited to hear from the secretary. >> thank you governor ducey. now in brief introduction. this could well be 20 pages long. our new secretary of the u.s. department of transportation elaine chao when i was the mayor of denver. she was the secretary of labor. they were doing some of the most innovative work and labor certainly ever done at that time. we worked together on two different projects, and her staff really was a treat. we will have a great partner i think. secretary chao has long and distinguished career public service and the private sector and the nonprofit sector as just about anyone i know. prior to serving at the department of transportation, secretary chao served as the secretary of labor from 2001 to 2009 where he focused on increasing the competitiveness of the workforce in the global economy, but also piloting competitive programs and grants to really get states to compete and try to create innovation on their own. secretary chao's extensive record includes positions, and this is a remarkable -- remarkably broad array of a career. ceo of united way of ame

governor ducey.nor ducey: think you for your service and your commitment in the state of virginia. i'm curious what can we do to incentivize business owners and ceos to make the same type of commitments in our state to the worthy work you are working on? i think him across the board, each of you probably know what incentivizes companies in your area. different things work for different folks and different states will have different approaches. i would tell you that, from a public company standpoint, cash is king. so if you are able to incentivize companies in a way that helps them with their cash flow or, the cash put -- cash profile to make these investments in some way, that can be very helpful. ,hether it's credits deductions, however it works best in your state, i think makes the most sense. british, public-private partnerships are starting to work pretty well in different parts of the government business interface. i think there is a range of alternatives there. ,hat we've done is actually last

joining us peter ducey who has been following the votes. what kind of strategy are republicans using to get around this democratic obstruction? >> reporter: we've seen, again this morning, sandra, what happens when democrats don't show up to their committee meetings two days in a row. republicans who are running these things just suspend the rules. it happened yesterday we saw when democrats didn't show up to back to back votes to advance mnuchin and price to be treasury and hhs secretaries. it happened again today the environment and public works committee. scott pruitt could be advancing. now the republicans who are taking thaoe emergency measures are saying democrats maybe having some regrets about the way they wrote things up while they were in charge. >> when harry reid changed the rules of the senate to allow nominees to be confirmed for cabinet positions and judges and other positions with 51 votes, i think the democrats are now looking back saying, boy, that was a mistake. but they've done it. >> reporter: the senator later said he
