senators have sent a letter, elizabeth warren, richard blumenthal, ed markey, it goes on, tammy duckworth, asking for the inspector general of the department of justice to specifically investigate jeff sessions' involvement in the firing of james comey and whether that violates jeff sessions' recuse federal the russia investigation. do you think it violates the terms of his recusal? >> yes. i don't understand how you can be recused from an investigation but be part of a decision to remove the chief investigator. he also should not be a part of a decision to hire a new fbi director who will be a part of what andrew mccabe, the acting director has described as a highly significant case. >> and so jeff sessions has, according to some report, actually been involved in the interviewing and selection process of the person at the fbi, the new director who will be responsible for this investigation that jeff sessions has recused himself from. >> and, you know, the regular folks at home and the people that i talked to last week on our recess, what they say is you can't fire the person investigatin

duckworth: each day 46 people die from an overdose of prescription painkillers in the united states. and in illinois that number is only growing. overdose deaths in illinois from opioids rose about 275% from 2008 to 2014. there an estimated 460,000 nonmedical prescription opioid users in illinois alone. a major portion are the total number of drug poisoning deaths between 12014 and 2015 were a result of opioid and prescription drug abuse. over 4,000 people died as a result of opioids and prescription drugs and over 2,000 people died due to heroin. illinois also had the third fastest rising death rate from synthetic opioids in the nation with overdoses rising by 120% from 2014 to 2015. and unfortunately, illinois is third from the bottom for treatment for substance because of lack of funding and resources to health care providers and law enforcement partners in the state. these numbers are alarming, but i would like to share a story behind those numbers, a face. laura frye is a mother whose family has experienced the worst of the opioid epidemic. her son alexander is 29 years old and

senator duckworth. >> i thank the ranking member and gentleman from rhode island for his general ross thety. i want to thank our witnesses participating. the $1 trillion infrastructure investments are still unavailable to anyone outside of the administration, however, his budget blueprint reduces funding in very troubling ways. what little we know about the president's plan suggested there is no trillion dollar investment rather, he will rely on financing gimmicks that have limited applicability in most of the country. i tend to agree with your view that financing mechanisms are mostly limited to urban and megaproject applications. the real constraint facing state and local government is lack of dollars, not a lack to financing markets. would this be a correct assessment? >> absolutely. i think one of the more i think disappointing aspect ss that so much of the conversation has been around the possibility of tax credits for equity investors, which i think is both a huge edition to the budget deficit f it were enacted and also doesn't deliver the benefits. we like to get dollars into t
