supervisor dufty: i wondered if i could ask miss sullivan to comment. it would help me with the background. >> thank you. i'm from the planning department. this church does have a history with the planning department. the landmark preservation advisory board initiated landmark designation of this church in 2000. it started to go through the legislative process, ultimately trying to be approved by this board of supervisors, but at that time, during that process, there was a state law that was passed that prohibited properties owned by religious institutions from being locally designated landmarks, so that process stock. we then got involved with the church several years later. in 2004-2005, when the church was sold from the archdiocese to a private institution or private owner. we were contacted by several community members as well as supervisor mirkarimi's office asked what the permitting process was for the church to do any kind of alterations -- as to what the permitting process was for the church to do any kind of alterations. then, it was very quiet

i would like to think supervisor dufty for his co-sponsor ship. -- thank supervisor dufty. earlier this year, we had a lively debate contemplating a proposal that we work advancing to put a tax revenue ballot measure for this november ballot. we decided not to pursue that path and instead working with the treasurer and tax collector's office and the parking association in trying to develop key -- to going after uncollected revenue. as it tested for some years, -- as it has stood for some years, we have been guessing add to the estimate of revenue we have been losing in the parking garages and the operators to our fly by night. currently before this legislation, there has been two levels of bonding which protects our liability interest. the highest was up to $20,000. we are revising that from two tiers to 8 tiers. we are empowered and the treasurer and secretary of state's office to institute a level of relief so that they know that we mean business. of course, the ability to seek restitution. i am not sure if some parking leaders feel that this would yield $20 million as th

supervisor dufty: there is one item i did not mention. i want to acknowledge last night there was a vigil outside of city hall that was hosted by the healing circle support group. i wanted to share that among those people who were remembered at the candlelight vigil was the sixth month anniversary of the passing of a husband and father of three children, delmand eugene carter, who was shot and killed on may 15 of this year. his wife was in attendance, as was his mother. i saw his mother at public comment, but i do not believe she was able to stay in order to testify. i want to acknowledge there were family members and loved ones of jovan hilton, the 22-year-old young man who is the second son of felicia willis to be killed in gun violence, and the parents of another 22-year-old who was murdered on november 8. i want to acknowledge them. obviously, many colleagues have worked with the healing circle. i would also like to share that in all of the sadness among those that were remembered, they went out of their way to acknowledge it kathleen
