maybe we need bevan dufty to step down as the homeless bizarre as well. -- czar as well. is an empty space on explaining this friendship, which goes back so many years. i think he ought to bring that to this committee. that is all i have. thank you for your time. >> we have an ongoing saga in our great city now of deliberation about one former supervisor who used to grace these august chambers, but now some people have decided to gang up against him. you never know which one of you will be next, at least by the behavior of some of you all who have been noticed by the ethics commission, which brings me to the topic of the sunshine task force, which used to meet on a tuesday around 5:00. because of some machinations in this chamber, you all decided to reject the candidacy of a gentleman called bruce wolfe, a very astute constituent of san francisco. the result is that the sunshine task force mandates a seat to be filled by a person that is physically challenged, and this is the case. it has been a couple of months now we have not had the sunshine task force. some of you all

at the time supervisor dufty introduce legislation to allow them to get a permit without going through a conditional use. the ege started the process of getting a permanent and realize they would have to fix many code violations before they got a permit, so they did not follow through on their application. it eventually closed briefly in january of 2011. our goal is to restore it to what it used to be, physically restoring it as well as restoring its place in the community with a lot of fund- raisers and community defenseve. we received a permit for fund raisers here again we received conditional use from the planning department earlier this month, and we are requesting a final step. we have broad community support. we have a petition from over 160 residents in support of letters from many organizations. i have not seen the proposed conditions, but one condition they requested is that we have sound limits, concerns about noise. we have a sound limiter, and i am quite open to die being a condition of our permit. i do not see any reason why we would not, so if that is not on here and we

i know that bevin dufty is here to speak as well, but before we do that, can we accept the budget analyst recommendations except for the areas where they have articulated a change. on page 67, the specialized service reduction has been withdrawn. on page 69, it has been increased by $150,000 in terms of cuts. the budget analyst has articulated additional cuts on the current expenses worth 50,000. and a later start date for psychiatric workers that would result in savings of 848 -- i am sorry, $98,000. >> is $9,840. in the psychiatric work is just a starting time and the other expenses are $40,000. supervisor chu: do we have that motion? without objection. >> if i may talk a little bit about the staffing of the whole office. these positions are really essential for the department of public health. i can tell you that since he has been in this office, i speak to him if not bailey, multiple times a day to try to coordinate with so that staff is important. i hope you know my support for that. supervisor chu: thank you, director garcia. another request last week, so in regard to these, if you

i was being done by former supervisor dufty in the legislation that he got past which was not vetted sufficiently with institutions. we have tried to correct that this time around. the original legislation talked about institutions owning, operating, or controlling student housing under leases for 20 years. we discovered within the 25 or so institutions in san francisco that most were not particularly interested in owning. many were not interested in operating. some were not even interested in collecting the rents. and there needed to be a more flexible legal arrangements set forth between a developer who would build and own and perhaps operate and perhaps collect the rents and the institutions in order to get the waiver of subsidized housing to make these things affordable. and so we hope this language will do the. in the last two years, there have been no student housing developments under construction. we have one fellow who is interested in it, but he has assured us that he needs this more flexible language to go forward.
