mental health, i want to thank former supervisor bevan dufty and supervisor malia cohen for suggesting that we honor individuals that work in this area for mental health awareness month. for many reasons this issue is something that is of great importance to me. one, because of the district i represent. this is actually one of our top priority issues in our district. it is something that we in our office face every day, how do we address the issue of mental health in this city. and second, for me it's very personal. i've watched many of my really, really good friends and family members struggle with mental health and i see how difficult and challenging it is. so, i do want to thank everyone in this room for the work that they do on this incredibly fine issue. i'm sorry to get emotional. my honoree for mental health awareness month has served the bay area for over 30 years. and for the last 18 years has worked at coner's house director of housing for community service and his name is seth [speaker not understood]. bonuses offered in the original legislation and legislation passed by supervisor, then supervisor dufty. and we believe to track accurately what was happening with new student housing was a must. we looked, to my experience, the experience of the residents of district 6 and what happened in a similar fashion with the hotel conversion ordinance in which we, the city monitors when units are converted from tourist use to residential use. and we want to kind of take a look at that ordinance and see how we could fit it in with this ordinance. so that a developer that builds a mixed use residential and student housing project is able to have the flexibility granted by the legislation to change the use from student housing to residential use within the same development, but that the city is also able to then come in and monitor what are the requirements and the fees that they need to then pay. i think that we want to get this right. we are supportive of the recommendation of the planning staff. we have also heard from community members that there might need to be more time for discussion. this

this follows on the efforts of former supervisors mcgoldrick, dufty >> the parking tax is pretty significant tax for san francisco. it collects a little over $70 million a year in taxes. most of that is appropriated to the mta for transit programs, and so it's a very important tax. the legislation specifically amends how parking bonds are treated. parking bonds are required of operators to protect the city's interest and provide security for the taxes that the operator holds prior to remitting them to the city. so what happens is when you or i go and park in a parking lot, and we make a payment, we're actually paying the tax at that time. and the operator holds onto that and remit it's a month later. since those operators are holding onto those tax dollars on behalf of the city, we do require some security for that. currently there are seven different levels of bonding required based on how much gross receipt yours operation may have. what we heard back from the park administration after this change was made in late 2010 and instituted in 2011 these were very large bans and in many cases if
