they just actually have more traffic here than they do out at dulles airport. and so and that's been the issue about adding flights here at reagan national airport. so that plane was coming in on this side onto that short runway. and that's where the collision happened with the with the army helicopter from fort belvoir. fort belvoir is a military base just to the south. it's close to mount vernon, george washington's home just to the south of washington, dc, also along the banks of the potomac river. the thing that has struck me in the past bit, and it's gone quiet here in about the past 30 minutes. for quite a while, we had helicopters up in the air with their big searchlights scanning their beams of light down on the water. they started to get very close to the shoreline here for quite a while, and then they had several different police and fire and rescue boats. and on these piers immediately behind me, that's where some police, police officers came down and started looking in the water with their flashlights, just to see if they could pick up any debris or

dulles airport is about 30 minutes. and then you have. baltimore. um, airport. so a very heavy, heavy, dense traffic. and just based on my experience, when i look at the tv, uh, or when i look at the traffic, most of the planes fly north, going south, north of the potomac, going south to the potomac, uh, toward the reagan airport. so this is how i've been witnessing all of the planes. >> can you tell me what you are seeing right now? because you have these this incredible view of the potomac, and you talked about the fact that you heard this crash before you saw the result of the sound that you heard. so you're that close. what are you seeing right now, this morning, as you talk about how there are frozen patches all over the potomac and how cold that water is, that rescuers are trying to navigate this morning that is correct. >> so i see, uh, at least two gigantic commercial, uh uh, vessels, uh, at the crash sites. i see handful of rescue boats. also, we're talking about eight boats on the crash sites on the east side of the river. besides the military base, uh

uh, dca is just a very busy airport, which when dulles airport opened decades ago, was supposed to close because it was too close to the city, it was very crowded and dulles was supposed to take its place. but obviously everyone loves the airport so close to dc, but it is. one of the runways is the busiest runway in the country, and we put a lot of planes and we put a lot of aviation in a tiny little spit of land next to our nation's capital. so i think the air traffic control tapes and the videos may give the investigators tremendous hints as to what happened. but of course they will have much more. they'll have the black boxes, they'll have command reports from the army. um, they'll have many more transmissions that could have been sent by the plane to the airline. and of course, remember, the airline under federal law, must have its own disaster assistance team. and so the airline behind the scenes has already put its disaster assistance team in place to assist these families. so a lot's going on behind the scenes as well. >> and as we show live pictures of the scene to this point, i

and so this was one of the concerns literally decades ago when dulles airport was opened. back then, the agreement was to fund and pay for an open dulles. is that washington national was supposed to close when dulles opened. and of course, the hue and cry for obvious reasons. it's a very popular airport. it's very convenient. um, and, you know, everyone in the government loves to use it, and it did not close. and i'm sure that's part of the discussion. the most important discussion, of course, is, is searching for the the passengers and and the investigation of what happened. but this will renew the issue of is this airspace reasonable and correct? and is d.c.? does dca still make sense? i don't see anyone realistically closing it, but there certainly may be calls to limit the flights. um, to limit the the numbers of aircraft that can operate there. but really, we don't know enough yet to know was the helicopter properly controlled? was it on the flight path? was the airline for any reason not on its flight path? now, when i landed at about 730 there, it was windy. there w

airports. reagan, dulles, baltimore. you have general aviation airports. you have andrews air force base.at are there. there is no -- there is just so much air activity and aviation activity and it's -- you know, compounded by the fact that -- you know, we just -- you know, congress just added more slots to reagan and what i mean by that, they added more airplanes to fly in and out of reagan which is , i think, probably going to be looked at and debated after this incident occurred. but ntsb will get to the bottom of it. now, it will take time, john. you know this. the colgan air crash took over a year. one of the only good things that came out of that crash was we worked on the bill with congress and families to provide more pilot training, more rest for pilots which were recommendations made by the ntsb. that was a good thing. and it did prevent the idea that we've had a crash again since colgan until today. >> john: do you think that this crash will precipitate some new recommendations in terms of all of these aircraft flying in the same space? >> completely, john. and i agree with tha

i can tell you this is a very tough airspace because you have dulles, an international airport. you have baltimore, an international airport, and then you have reagan, an international airport. and reagan is particularly difficult because all the vectoring that needs to take place to avoid, as i said earlier, the monuments, the white house and and the airspace is tough. but having good, capable air traffic controllers who do have who do have the responsibility for the military aircraft, i john, i think one of the things that will come out of the ntsb report is recommendations on, you know, how much aircraft is can be flying around in this region, uh, and particularly in the lanes that the helicopters use. uh, so but it is all controlled by the air traffic controllers. >> ray lahood, former secretary of transportation. great having you on. thank you so much for being with us. >> let's go right now to senator mark warner. obviously, senator from virginia. we saw senator, we saw you there. you're still there at the press conference talking about, well, sharing in the tragedy that t

airports. we have reagan national, we have dulles and baltimore, washington international. ese airports rather than have such congestion into reagan national. the other thing about reagan national is when you are right there there is a lot of military flights. it is a very complicated and congested airspace more complicated after 9/11 with certain security details. so, yes, last march we had a bill before the senate there was an effort to add more flights into an already overburdened runway that we fought very hard against and we brought up our concern that an event like this would happen and, you know, when i got the news last night. i -- i don't know. i haven't been as angry as i have been in a very long time we don't know that as the factor. the faa suggests that shortages in air traffic control, which is not just at reagan national but they have been national level shortages may have contributed. normally they would have one person in the tower monitoring hilos. another person working more than one person working on planes. the person that was doing the hilo monitoring l
