overnight searches in the occupied west bank, it follows an attack on two homes in the village of duma, an 18-month-old and his father were killed and other family members seriously injured. imtiaz tyab is in jerusalem. tell us about the arrests, please. >> what we know is that at least nine people have been taken into israeli custody, all described as outposts. i'll explain what an outpost is, settlements are large construction projects overseen by the israeli government, and, of course, is populated by israeli citizens. outposts are effectively communities built by israeli settlers on their own. they are considered illegal under international law. those in the outposts are viewed as ideological settlers, as opposed to those that move to settlements, for financial reasons, and it's part of what the israeli authorities try to project as a crackdown, what they try to describe as jewish extremists. we have been speaking to people in those settlements. they have been custody. a number of them have been released during the process. >> thank you for that imtiaz tyab >>> now, pro-government

let's go to imtiaz tyab who is in duma where the father will be buried in the occupied west bank. obviously a sad day for the family. what are feelings like are they running high within the community itself? >> i think more than anything there's a lot of sodness as they begin to prepare to bury the father. if you look over my shoulder i can show you where he will be buried. you see an open grave, and a smaller grave beside him. that is the final resti site of 18-month-old ali, who was burnt to death in what is believed to be a firebombing carried out by israeli settlers. to answer your question about the mood here across the occupied west bank there's a sense of anger. anger at the fact that many people here feel there's a real sense of impunity when it comes to this sort of violence. you have to consider this is an 18-month-old who burnt to death, and his father suckcumbed to his injuries there's growing anger and sadness. >> quickly, how are we doing with the state of the investigation. there seems to be secrecy around the investigations carried out. take us through that and why

doubt about russian officials at the official level working in the arctic will for exchanges among the duma various legislative bodies in the arctic countries have good relations. fortunately, russia is really controlled at the top by the kremlin and i suspect the kremlin will use a form like the arctic council to drive an agenda, which is unfortunate because the arctic is one area where the u.s., the west and russia could then showed and still do to a limited extent cooperate. when you travel in europe come you speak to members of the ministry and you get one story about russia. you get quite another. so i'll focus a little bit with russia in the purity dynamics in the arctic. with russia i believe three issues really drive russian policy in the arctic region. first is putin's vision of russia's role in the world. often we hear commentators describe russia's behavior today as cold war russia. we hear where precious ring in ukraine, the soviets of behavior. i think what we see today with russia's imperial behavior, this is how imperial russia behaved before the 1970 bolshevik revolution. ba

putin would simply dissolve then duma and jail the leaders. the media in the 1990s, despite the chaos, was relatively free. i'm telling you this, the media, print, radio, tv, is completely controlled by the kremlin. all important decisions in the country go through the kremlin. the state is essentially run by the internal security apparatus. make no doubt about it. you can't exaggerate the economic problems in russia. you have seen recently some good news on population. the population is actually stabilized the past three or four years. why? one reason why is because per capita incomes rose because of higher oil prices until recently. another rope is birth rates in russia -- at that time the soviet union -- were high in the 1980s. that generation is having babies. what happened to the birth rate in the 1990s? it crashed and burned. so a decade from now you'll see the resumption of a very rapid decline in russia's birth rate and population. and i have to be honest with you, the russian economy, which i studied two years, is not very complicated
