the obama administration and particularly secretary arne duncan are doing a tremendous amount about this, and i think in the race to the top initiative they've addressed this issue head on by saying that states were going to be eligible for race to the top the funds only if they can meet certain assurances. and one to have assurances is about -- one of the assurances is about insuring that you can link teacher effectiveness, i mean, how well a teacher's doing, so their evaluation to their student-level data. in several states across the country there are actually laws, there's legislation that prohibit the linking of how your students are doing to how we evaluate you. that makes absolutely no sense whatsoever. i mean, essentially what that means is that you can in lots of places across this country be a teacher who not just doesn't meet your goals in terms of how much growth we want to see a student makeover a given year, but you could actually be a teacher who every year your students go backwards, and you still remain employed year in and year out because there's no ability to look at

we have been talking to the department of education, and secretary duncan is a big advocate of tryingthis, having larders coming into school today. we're figuring out a way in which we can create content that will bridge from the school to the home. we're seeing that homework -- i think the chairman mentioned -- homework is given out and you are connecting, but when you get a high school, think how much more powerful it is when you have harry truman's speech about the atomic bomb and that high school classroom rather than reading it in a textbook. we can do that for a six-nine, and we need to make media as a partner in that, and a figure out ways where we can incentivize people. there is not a lot of advertising money that is available for this age group of 6-9-year-old. even though they have tried to address that group, along with colleagues at cartoon in disney, which tend to dominate that age group, we have not seen an abundance of programming that is not tipping toward the entertainment side. they go from preschool education to all entertainment, all the time. we have to be rather

i talked many times both to secretary duncan, and before him to secretary spellings about this idea of no child left behind. if we're not going to leave kids behind in terms of their reading and their math and their english, how about not leaving them behind in terms of their health. and yet, recess is gone. i saw a statistic the other -- this year that said that 80% of elementary schoolkids in america today get less than one hour of physical exercise a week in school. 80% get less than one hour a week. mr. president, i don't know about you, but i remember when i was in school, in elementary school we had an hour a day. we had 15 minutes in the morning, 15 minutes in the afternoon and a half-hour at lunch. that was one hour every day. and we had to go out and do stuff. we couldn't sit around and play with game boys and things like that. we had an hour a day of physical exercise. we need to reinvigorate our schools to make sure that they get that physical exercise. so, now we've done a lot in this bill to move this paradigm towards a health care society rather than a sick care society.
