dylan is following this closely. dylan, good morning. >> good morning. we are going to keep a close eye on this storm and basically the entire tropics. look at how many active storms we have right now besides florence. we have helene that's just become a tropical storm. we are watching tropical depression 9 as well. florence is a tropical storm right now. it is forecast to intensify over the next 36 to 48 hours. it should be a hurricane by the time we go into tuesday. it could even be a major hurricane. gaining strength up to category 3 and even forecast to become a category 4 storm. this whole area through here is the cone of uncertainty. meaning it could go north or south. for right now, the track from the national hurricane center does have it on the path. if you look at the different models and how they are all sort of combining together, you can see that either way it looks like the north or south carolina coast could be dealing with, perhaps, a major hurricane by the time we get into the end of next week. that's our variation for right now, so you

dylan ising the storm's latest path. dylan, how bad does this look? >> willie, this does nee to be taken very seriously. this is early in the forecast period. by the time we get to thursday things could change but the southeast united states needs to make your plans now as i this major hurricane is heading in that direction. the tropics are very active. that is typical for right at this point in the year, but we have florence that we' keeping our closest eye on because it is currently a tropical storm but it should strengthen into a hurricane as we go through the day because it's running into very warm water and very littl wind sheer. wind sheer would be something that would tear a storm apart and witho it thetorm will maintain if not strengthen. so we are looking for it tobe me a major hurricane, possibly by tuesday. that would be a categy 3 or higher. it's forecast to stay as a category 4 throughsday and thursday. the models are in fairly good agreement that theas southern of north carolina by thursday night into friday morning could be dealing with

>> dylan is back from covering florence. welcome back, dyl. where will it go north? >> the rain will sit over north carolina for quite some time. to put into perspective when i left yesterday there were five inches of rain that have fall 14 the storm. since i've been gone they now have 24 inches of rain on the ground. so these downpours can produce an incredible amount of rainfall in the short period of time and it's the moisture streaming in off the atlantic and tropical systems contain a lot of water and it all is getting dumped down on north and south carolina. it is moving west at 8 miles per hour. it's just a depression at this point and winds are fairly gusty an and as it continues to move, we will watch the tropical storm eventually make its way into the ohio river valley as we go through tomorrow and to the northeast by the time we get into tuesday night and wednesday before it finally makes its way out back to sea. >> so rainfall so far out of this system has been up to 30 inches. new port picked up two feet and all of this water has to seep into the ground

we have dylan in for al. good morning, dylan. >> good morning, guys.e have rain falling through the middle of the country. this is going to be the story for the next several days. remnants of gordon pumping in moisture and a stalled front. 27 million people at risk for flash flooding. when you get some heavier downpours and factor in that through sunday we could see as much as 5 to 7 even up to 10" of rain. that could lead to some flooding back through the midwest and ohio river valley. we're also tracking the tropics. this is tropical storm florence. at one point it was a category 4 hurricane. it's weakened a lot because of conditions it's running into. but as it continues to move westward with water temperatures at 85 to 90 degrees, it will restrengthen, although the track and intensity are still very uncertain right now. so we'll have to watch it as we get to the middle of the week. if we look at the extended version, the ensemble models, a lot of the european models take the storm into the southeastern united states. the american models tend to tak

we just lost dylan. i can tell you here just over the past few hours here in wilmington it was one of those situations where the winds were 40 or 50 miles per hour and within the past hour or so we've seen them north of 60 and they've stayed north of 60. yesterday we were over by the marina here in wilmington. dozens of boats, scores of boats that remained tethered to this dock -- i talked to a number of people about why would you leave your in some cases million dollar boat, why would you leave it here if you knew that the storm was coming? and they all said the same thing. they didn't have time to get it to a place where it would have been safer. you've got a lot of boat owners who have their fingers crossed that their boats are going to be safe. some of these people live on these boats, their life's possessions are on these boats. you've got a lot of people who are keeping a very close eye on their precious boats. >> classic case of those are things that can be replaced. when it comes to life, not at

dylan, it's really picking up out here. >> reporter: yeah, lester. i'm sure you noticed within the last four or five minutes, conditions have gotten worse. the wind is increasing. rei got my device tracking it. let me show you the timeline of what we'll see over the next 24 hours. s the outer ba rain are making their way on shore here in north carolina. that's your torrential downpour that will last perhaps through the weekend depending on how quickly this storm moves. tonight, we have a high tide just after 11:00 p.m. combine that with those gusty winds and we are looking at the potential for that storm surge to begin flooding coastal areas. as we go into friday morning, as the eye of the storm gets closer, we have another high tide just after 11:30 in the morning. that again will be o next chance of getting that nine to 11 foot storm surge and as the storm is not fast moving a throughout the day on friday, we're looking at the torrential rain that will lead to fresh water flooding and winds up to 100 miles per hour and the storm surge will continue

dylan is in for al this morning. good morning, dylan. >> good morning, guys.e've got some rain falling in the middle of the country, and this is going to be the story for several days. oi have the remnants of gordon pumping in theure and a stalled front. so, 27 million people are at risk for flashfl ding. when you get some of these heavier downpours and when you hrough sunday w could see as much as 5 to 7, even up to 10 inches of rain, that could lead to some flooding back through the upper midwest and through the ohio river valley. we're also tracking the tropics. this is tropical storm florence. at one point, it was a category 4 'srricane. weakened a lot because of the conditions it's running into, but as it connues t move westward, with water temperatures at 85 to 90 degrees, it will restrengthen, although the track and intensity are still very uncertain right now. so, we'll have to watch it as we get to the middle of the week. and then if we look at the exnded version, the ensemble models, a lot of the european models take the storm into the southeastern u

where dylan is, wilmington, another band is coming in. wilmington, north carolina, 90-mile-per-hour winds. it's moving west-northwest. what we worry about is as we get land fall, tornadoes. there are tornado watches from moorhead to cape hatteras. here is the path we see right now. it's just offshore. the path brings it on shore just about 8:00 a.m. with 85 miles per hour winds. then it moves along the coast. you can see here, that's where we are going to see more storm surge along the coast. then it starts to make its way through south carolina. right now, the winds, generally, right at the center there, 92-mile-per-hour wind gusts. wilmington, the wind gusts, 70 miles per hour. holden beach, 31. what are the effects of this? these are the extreme winds we are going to see during the day today and we are going to lose power, up to 3 million customers without power. you can see, in some areas, complete power outages and more scattered elsewhere. as we look at the storm surge, what dylan talked about, here is the sweet spot along the beach

dylan and i -- especially dylan -- was project managing on this legislation representing our constituents and did a fantastic job. because of his work, we co-hosted a round table with outdoor event producers at the department of the environment that was very productive and, you know, we -- from that engagement with outdoor event producers, we were successfully able to convince the department of the environment and supervisor tang's office to amend parts of the legislation and we were able to push back the operative start date to january 1, 2020, instead of july 1, 2019, because we wanted to be sure this wasn't happening in the middle of festival season. we know it's a busy time for event producers, and we were able to put the responsibility on the event organizer and it was written by the event vendor, so we had a couple of small wins that i think we were able to engage with our stake holders in this process and were able to have their voices heard. so wanted to keep you apprised of that. and as it is implemented, we'll keep you guys informed as to how that's rolling out. also wanted to g
