reremain on -- we remain on scotia avenue where family members were embracing eacher. it happened shortly after 7:00. neighbors tell us that the victim was a young man, early to mid-20s on his way to work. they also say he was sitting in his car, another car rolled by and fired. the young man was pronounced dead at the scene. when the crew arrived, there were several family members and friends very distraught over what happened as well. one neighbor said at first, the shooting was so loud he thought somebody was knocking on his door. >> this young man was shot in front of his car. he was getting into his car. 23-year-old. living there with his grandmother right behind me. it was a drive-by. seven shots were fired and i think he got hit maybe four or five times. he was dead when the policemen got here. >> reporter: now, oakland police so far have not released the victim's name. also at this point, there's no suspect or car description either. but according to witnesses that we spoke with, they say the suspect car was silver or gray in color. and was last seen leaving ea

and so i'm looking at this, thinking how do we not only share information with eacher, what steps do we need to take to verify it with others. there's verifiable information we're leaving on the table to help verify for us. i'd love to get certainly mr. owe carroll and miss davis' impression. isn't there some publicly available information we aren't necessarily cross-checking with? >> that's correct senator. what we did was an audit a few years ago, we were looking at -- we went to ssa and saw how many payments were suspended. i guess it was 58, then we went through the 58. we found that 57 were deceased. the way we found is that one third had been able to find out about the information on the records, and it was a question of cleaning it up. one third of it we were able to get death certificates from the states and other things like that, the other third was using databases that were available to identify the person as deceased and be able to get the information that way. >> i find third party databases are very useful. >> do we need legislative -- in order to incorporate informatio
