eamon javers, thanks forever keeping us posted. hedge funds beating the markets in 2015. which smart money strategies working the best? cnbc's kate kelly has the details. >> after a pretty lackluster few years as the stock market ripped it's been a pretty good year for hedge funds with the asset class up nearly 4% through may according to hfr figures beating the s&p by a respectable margin. and while the top performers are kind of an eclectic bunch if you look at the list it includes a number of funds with exposure to booming equities markets in russia and china as well as an idiosyncratic best ideas fund that's got emerging markets as well as u.s. stock and currency trades. there are some general strategies work well out there too. equity hedge funds the trade long only are doing best. reports hfr recently. 5.1% up through may. event driven strategies which include multistrategy funds and activists in this categoriationization are up nearly 4% and emerging markets are on fire. among the substrategies shorting is a notable weak spot down nearly 3% and commodities are bare

i'm eamon javers in washington where we've got more computer difficulties here in the nation's capital to tell you about. the u.s. state department just within the past few minutes has issued a notice saying that it is having technical trouble. that technical trouble is preventing it from issuing u.s. passports overseas and also u.s. visas. the state department says that the issue here affected are passport applications accepted overseas on or after may 26th, 2015. why is this happening? the state department saying in this notice that a hardware failure on june 9th halted the flow of biometric clearance requests from posts to the consular consolidated database. that's the way they vet all these applications. they say the systems in place to perform required national security checks before we issue visas are experiencing technical difficulties. as a result, we are unable to print visas, regular passports overseas, and other travel documents. the state department does not know whether or not this issue is connected to the broader hacking that we've seen at the office of personnel managem

eamon javers. >> right now the vote, 60-37.ssage for the trade promotion authority that the president has sought this is a tricky political compromise going on right now in the united states senate. what the bill is a version that has worker protection measures that were preferred by senate democrats. liberal democrats among them. that all those provisions now stripped out of the bill. this will pass, it's an unusual alliance here between mitch mcconnell on the republican side and president obama in the white house. that's going to be upsetting and has been upsetting to some liberal democrats in the senate nonetheless this measure appears now to be moving forward. the plan as of right now is to ad those worker protection measures to an africa trade bill that's going to move further on next week that puts liberal democrats in the position of working with speaker of the house, john boehner of, the republican, something they're not entirely comfortable with nonetheless the 60-vote threshold here just passed. and the bill appears t

eamon javers has the story. >> we're learning a lot more now about the depth and breadth of this fifaestigation. the courts have just made public now a fascinating and long-secret document. this is the transcript of the moment in which chuck blazer pled guilty and agreed to cooperate with the united states government in their investigation. this happened back in 2013. the document has been under court seal since then. now we're getting our first look at it. remembering quickly who chuck blazer is. he's the american official who was a high-ranking executive within the fifa power structure. he's been active since the early 1990s, and awarding a number of world cups and gold cups, a lower level soccer tournament. a couple of points i want to bring you, according to this document just released by the courts. he said he helped to facilitate the acceptance of a bride, in conjunction with the acceptance of the host nation for the 1998 world cup. he also says i and others agreed to accept bribes and kickbacks in conjunction with the broadcast and other rights to the 1996 '98, 2000 2002 and 20

. >>> want to get to eamon javers in washington. >> testifying on capitol hill today about the breachs' own website announced last week which 100,000 taxpayers saw their information accessed by hackers. what he is saying on capitol hill to law makers right now is the irs is working with tax preparation companies planning to announce an agreement as soon as next week to enhance the security in the short term. he's providing additional detail on just what happened in that hacking incident last week. this is important for people who fear they might have been affected. there are about 13,000 suspect returns filed for which the irs actually issued refunds as part of that hacking incident. those refunds according to dow jones totalled $39 million or about $3,000 on average per return. that's the big fear here with the hacking attempt into the irs 'system. hackers will then file bogus tax returns on behalf of those taxpayers then collect that money, have it redirected to a different account. the taxpayer is going to have a problem when he or she goes to file his or her own return. they reali
