eamon with more. >> we are starting to see a bump in this pole for president trump.t has to do about concerns of the economy. those are improving. that all plays in to the president's bump here. likely voters that we think are going to participate in these key battleground states so this gives you a sense of where we might be headed this pole was in the field before the republican convention looking at the president's approval rating. we see a rebound as the president bounces up to about 48% in terms of swing state voter approval that's about as good as it has been since may concern about covid is going down 66% saying they had serious concern. that's down from 87% earlier in the year that is a marked improvement who would do a better job of handling the coronavirus 51% say biden and the democrats. 49% say trump and the republicans. biden has an edge in each swing state. we are looking at six of these biden has a narrow lead in each of them. that would bring a narrow blowout. the lead is very narrow and it could go either way. we are seeing that bump for donald trump

eamon javers >> reporter: as you say, speaker of the house nancy pelosi is calling congress back from their summer vacation. they're off campaigning and going to the democratic convention this week on saturday, though, they will come back and vote on a bill that would give $25 billion to the u.s. postal service which is really struggling. it's also going to roll back some of the changes that have been put in place by the postmaster general democrats worry those changes are sabotaging the postal service's ability to conduct mail-in voting in the election this fall. the president for his part continues to tweet and spoke to reporters today as he departed the white house, venting some of his criticisms of the postal service, saying it's been mismanaged for years and also saying that mail-in voting is a, quote, very dangerous thing. so just how bad is the financial picture at the post office the q3 report is out $17.6 billion in revenue for the postal service, over $19.8 billion in expenses. do the math, that gives you a $2.2 billion net loss for the postal service just in the third quart

eamon javers joins us with the latest results how voters feel in battleground states eamon. >> reporter, andrew as we get ready for that back-to-school season, some kids already in school. some parents telling us in these battleground states they don't feel it's safe to go back to school yet the country is split on this is everywhere in the country. take a look at the numbers, overall, 42% feel it's safe, 47% feel it's not safe college students say 26%, college parents say 46%. it is safe to go back to school. so parents might be a little bit more eager there to have the kids go back to school overall, whether it will be safe to go back to school, people say it's 47% of the people say it's not going to be safe until there's a covid vaccine. 54% say it won't be safe until there's rapid covid-19 testing so there's some thresholds that the nation has to get over before people feel that it's fine to go back to school. what are people doing to go back to school? parent it's surveyed in this poll, 47% say they're buying additional technological devices. 30% are asking family and friends for h

eamon, back to school is key for both you and i we are both parents and know the struggles going on therewe'll have kids all over the house zooming in to school in our district in london take a look at the graphic the degree of which this is impacting the lives of parents this is fundamental stuff. we ask them how this is going to affect their life. 24% of people say they'll need to quit or work fewer hours if the schools don't reopen 13% said they rely on their child's school to provide meals. and 10% said they lack reliable internet talking about feeding, educating, your ability to go to work as a parent in terms of the politics, 52% are saying joe biden and the democrats would do a better job and 48% say president trump and the republicans. 48% of the people we talk to approve of what the president is doing here in terms of reopening schools. 52% disapprove and say he's not ensuring schools will reopen safely some real splits there between the way people view trump and biden. you can tell it goes to the core of the way they live their lives. how they educate and feed their children >>

bush and our own eamon javers joe, we'll start with you first.ke away from the rnc this past week in your mind >> i think it was the effort to reach out to the people in the margins. fire up the base, which i think it did and reach out to people in the margins african-american voters and suburban women i think it did that very, very well not only in the president's remarks but more importantly the inclusion of speakers like senator tim scott and johnson and secretary ben carson from hud. all of these are important speeches and meant to hammer home the message of inclusion, prison reform, housing and inclusion. if the president can shave four or five points off of what joe biden would get with african-american voters, that is big. if he can reach out to suburban wives to get the message to them that they'll keep their neighborhood safe and be racially sensitive i think they were successful in terms of reaching out to getting in a message out to voters >> some interesting points here with joe i wonder how many people are out there have their votes

let's go to eamon for more. >> reporter: it's a total stand still. while there's not a lot of real negotiations going on, there's a lot of rhetoric and it took place on cnbc earlier in the day. let's start with kevin brady the congress and the economic adviser who are both on cnbc earlier today laying out the republican and white house perspectives on what's going on here you get a sense listening to them of just how far apart the two sides really are here they are. >> they're asking too much money. $3.5 trillion. we already spent over 3 trillion so much of the democratic asks are really liberal left wish lists. we don't want. voting rights and aids to aliens and to forso forth that's not our game. the president can't accept that. >> i would start over. rather than start over and stuff spending into that, what do we really need? >> reporter: kevin brady saying there he would start over in these negotiations that gives you a sense of just where we are basically, nowhere in terms of putting together a deal. the democrats are at $3.4 trillion in their p

you heard eamon talk about that poll bump for the president. you got markets at all time highs.on fire durable goods are coming in double the estimates is the case for further stimulus in congress starting to fray >> no, no. i don't believe the case is starting to fray by any means. i think you know as well as anyone that the financial markets and the real economy are two very different things. and so when we look at the ups and downs of the stock market, we're not really seeing, you know, in my state we still have significant unemployment, we still have small businesses suffering. so very much so we need an additional stimulus to keep this going. and the markets themselves, even if we're going to talk about the financial markets, have relied so heavily on the federal stimulus that's already been provided and i believe it's baked into kind of future outlook in the market, continued support by the federal government and if that breaks down, i think we're going to see a corresponding breakdown in our financial markets again. >> how are legislatures and the public supposed to prior

. >> eamon, thank you. >> reporter: you bet. >> these senators have no concept of the word deadline, guy adami. it's amazing we've known that friday was coming for days now, for weeks now, for months and yet here we are. >> that's historically been the case, right? >> yeah. >> say what you want about the president, but this has worked out perfectly for him and the administration i say that because, you know, if this thing doesn't get through, he will say look at the obstructionist democrats they don't want to give you, the american people, your money. can you imagine that vote for me. if it gets through, he'll say look what i did for you beautiful people, your favorite president has gotten you your money. it's a win-win for the president, for what it's worth it's a win for the market because both sides need to get this done. mitch mcconnell can play fiscal conservative, which is a joke, but this will get done whether it's tomorrow or next week, i don't think it matters all that much. >> let's say something gets done, steve grasso what is the reaction in the markets? if they come out

eamon javers breaks those numbers down for us. >> what we're seeing is exactly all the different ways in which this virus is really dominating voter's economic lives take a look at this chart and you'll see that 66% of the voters that we survey, these are likely voters in swing states are saying that they're experiencing higher prices for supplies 40% say they spent down their savings. and now here is one the middle bar in this bar graph is interesting because this puts cash back into voter's pockets 36% say they received a rebate from their car insurance company. that does put more cash into circulation in the economy that's a positive for consumers. but 14% say they've gone into debt as a result of the virus and 10% say they've received unemployment so some tough numbers there. what about those inflation expectations well, they're much, much higher now than they were earlier this year take a look at this. in march, 33% said they were seeing higher prices for supplies, but that spiked with the virus to 71% now it's tailed off a little bit to about 66% of folks saying they're seeing t

economy. >> eamon, thank you for watching all of this for us >>> despite a mixed day on friday, the stockrns dow up 3.8%. nasdaq and s&p 500 up 200% mike santoli has more on what investors can expect we've gone through most of earnings season, mike. stimulus talks don't seem to phase the markets at all. >> not yet, melissa. the relative performance of the dow outperforming, we're through the earnings forecast. 2021 is going higher that might be giving support to cyclical this is month to date. month to date means last week plus the premarket the qqq, nasdaq 100 is the undisputed leader. it was under performing by a significant amount last week the iyt is transports. then you have the banks up almost 10% then the russell 2000 small cap. this is a very cyclical picture from growth into cyclicals put it into perspective. take a look at the same floor on year to date, you'll see it's premature to necessarily call a real trend change here here is the nasdaq 100 that looks like still a pretty steady up trend. the others are struggling with the june 8th high and have not really taken it out. tha

let's get to eamon for more on what is a fluid situation. >> yeah. david, that's right.wheeling and dealing in the social media space and oddly enough, a lot of that wheeling and dealing is taking place inside the white house with microsoft suggesting that their ceo had a phone call with president trump over the weekend to hash out the details here microsoft issuing a statement very much suggesting that they're looking to move forward with this transaction. what they're saying is in part microsoft fully appreciates the importance of addressing the president's concerns it is committed to acquiring tiktok subject to a complete security review and providing proper economic benefits to the united states including to the united states treasury so the president taking a direct role and the law allows him to do that, david the committee on foreign investment in the united states does take a stand on whether foreign entities can purchase u.s. assets or do business inside the united states they have been given much more expansive power. the big concern at the organization and the

serious concerns about covid-19 on the decline as president trump's approval rate is moving higher eamonis standing by with the latest results from cnbc states of play survey. great to see you this morning. >> reporter: we're seeing that bump here for president trump and it has to do with the fact that people feel better about the economy, little bit better about the virus, all that improvement translating in to good news for the president. take a look at the president's approval rating. he's up at 48% that blue line just below is approval of trump's covid response white line is trump's overall job performance. blue line trending up more sharply than the white line. that means the covid response improvement is driving that spike in his overall job approval president not back where he but rebounding a little bit. look at the serious concerns about covid. they are lessening, 66 puerto rico of the respondents in these battleground states said they had serious concerns compared to 87% back in april. that's good news for the president as that panic feeling starts to lessen and people learn to
