let's go now to eamon javers. m eamon, it is entirely likely li at the end of the day this will turn out to be a tragic accident, but what is clouding it further are confirmed reports that a ukrainian fighter jet crashed or was shot down possibly by russian separatists earlier this morning. so there is an additional layer to this story. >> that's right, brian. when you talk about the white house response here, you realize that the white house will be getting intelligence reports from the u.s. military and from intelligence agencies about just exactly what was going on in that region. we are told that they have fairly good eyes on that area of the world given the military conflict that's been going on there and that it would be presumably something that they would notice, if a missile left the ground and hit an airplane in that area. so we would imagine now that at some point the u.s. government will know what happened here, whether or not we get full details is is another question. but we saw the president come out

. >> eamon javers joins us now from washington. eamon, this is a complicated story. what specifically, does secretary lou want lawmakers to do? can they do? >> a lot of big questions is whether any effort to block the tax inversions would have to wait for a larger overall tax reform bill. there are a lot of folks on capitol hill that would like to do something to close the loophole but want to use it as a bargaining chip in an overall bill later in the year or next year or maybe in two years. what lou is saying is hey, we can't wait. we've got to do this right now. he's starting to get traction with that in terms of getting a single rifle shot bill that would do that this year but there is a real disparity between what democrats think on capitol hill and republicans. a lot are saying wait a second, if the u.s. corporate tax rate wasn't so high and the u.s. tax system as cumbersome, companies wouldn't be forced to take this extreme step. that's where we ought to make the fix, not closing the loophole. >> economic patriotism. any comments from washington to that? >> we

eamon javers is in washington. your take? >> carl, a couple of things interesting to note that he didn't say there. one was no announcement of any new sanctions here from the united states of america, and no attribution directly to vladimir putin for the shootdown of that plane. simply saying -- the president simply saying vladimir putin has influence over ukraine and ought to exert his influence to make sure that at least the investigators have a chance to get to the crash site and that the violence there stop and they be allowed to do what they're doing. but a couple of things we didn't really expect him to say, he didn't say including the question of sanctions and putin's personal responsibility here. >> perhaps one of the more provocative lines was that the costs for russia's may have will continue to increase over time. thank you for that. the dow didn't move much on that brief statement, bob pisani. >> i think the key point here, carl, put up the s&p, is that as it became clear that there was not going to be any announc

eamon javers, clear this up for us. >> we're getting new information as a result of a document dump by.e.c. in court proceedings we got access to just yesterday. here are the questions at issue in this case. starting with this one -- did a congressional aide tip a lobbyist as to health care news that was moving? in this case health care news that would benefit certain hurricanes companies with increased payments. obviously that has market significance. did that aide then tip a lobbyist -- i'm sorry, did the aide tip a lobbyist, and then that lobbyist tip a firm height securities. did it pass the tip on to its clients? and was any of that information changing hands? if it happened, it's insider trading. in the cross hairs we learned last night are a whole host of wall street elite. 25 firms head quartered in new york. 19 in other states, one in d.c. we've seen subpoenas now to witnesses in states across the country in this investigation. brian, it touches on a lot of interesting legal issues, including separation of powers between the executive and judicial brajs and legislative branche

. >> we are back with "fast money," i'm eamon javers in washington where the subsummitt is putting out a new report critic allege of a number of banks and hedge funds. let me get to the details of what it is they're saying. a senate subcommittee is saying two global banks and 13 hedge funds dodged taxes in 15 years. they say a financial product created a fiction that the hedge funds controlled these assets and traded in accounts to avoid long-term capital gains or guarantee capital gains. they have avoided leverage limits under scrutiny stifel nicolaus said it has been fully compliant with all applicable laws. barclays is fully compliable. the reg fund says it has taken action. it has been appropriate under current law and the hedge fund said it was engaged in a lawful financial instrument. so, guys, a lot here to take over, including the subject of a big hearing on capitol hill tomorrow. >> let me make this clear, they're not saying they broke the law the firms don't like them to do? >> that's right t. committee is saying that they were age dodge taxes be i the hedge funds opening the

. >> let's gem eamon javers as perspective. dom hits the nail on the head.ngress not doing something about what you might call a loophole that would be very easy. it could seem to fix, though nothing is easy in washington. >> that's the answer, nothing is easy in washington. the reason why washington is sitting on its hands is because washington is divided on its issue. you have some lawmakers like senator carl levin who has a proposal to stop the corporate inversions. he says it will be billions lost to the american treasury. on the other hand, you've got republican lawmakers who say, hey, look it's not the company's fault if the taxes are too high. we need to fix the corporate tax structure and lower taxes overall, and that will keep them from feeling like they have to flee the american tax regime. there's two ways of looking at this. levin's bill will probably go nowhere on its own, and they might look at it as it comes to the fall, one of the add-ones that you can tack on a larger about ilto try to raise revenue for something else. so in the horse tradin

eamon javers in washington. >>> on the news line this afternoon, retired it general beary mccaffrey to talk about the situation. general, good morning to you. >> good morning to you. >> this is always a tough conversation, right? because we know so little and want to know so much. what do you think happened here? >> well, one thing we're aware of, at that height, it was not hit by what we call a manpan or a light handheld anti-aircraft missile, which there are a lot of in the region. so this was a cruise served wen, guided, targeted with radar. this was a major, a deliberate strike, to get a giant aircraft at that altitude. i actually don't think this necessarily, beyond the tragedy of the loss of almost 300 people, is a signal of anything new. that's a violent region. they've got to stop flying commercial aircraft in the area. the russian separatists have shot down ukrainian national aircraft already. with missiles. so the region's deteriorating, but so far -- i hate to go out on a limb and say this, it doesn't portend to anything galactic in the region. we're not going to intervene.

let's go to eamon javers in washington with breaking news. >> white house officials are briefing reporters even as we speak on potential new sanctions against russia. we're getting some wire flashes here and just starting to see some of the reporting on this. what we're seeing is the white house is saying the u.s. will adopt additional sanction against russia. u.s. expect significant european sanction against russia as well as from the united states. also we're seeing the white house expects the eu to sanction sectors of the russian economy. that's the national security adviser to the president in the briefing room right now briefing reporters on what to expect from this round of sanctions. we're also seeing that the president has asked for immediate unconditional humanitarian cease-fire in the middle east. that's obviously a significant new development on some of the misery that we've seen in the gaza strip with the conflict there. so a couple different things here on the white house's radar screen as we see this briefing. >> let's pivot to another story that i know you have been followin

. >>> welcome back to eamon javers now in washington with more on what washington is learning about whatflight 17 over ukraine. eamon? >> that's right, bill. new reporting now from nbc news as jim miklaszewski at the pentagon quoting now senior u.s. officials saying, telling nbc news that the malaysian airliner was shot down by a surface-to-air missile. this conclusion, jim says, is based on intelligence resources available to the u.s. intelligence agencies, and to the military. but some controversy here -- or at least initial questions now over who fired that surface-to-air missile. according to the officials, u.s. intel analysts are still trying to determine whether the missile was launched by separatists in the ukraine or by russian forces positioned across the border. obviously that will be a very key question in the hours and days going forward as -- if somebody brought this down intentionally, who did that, or was this an accidental firing of a surface-to-air missile. a lot here to still be sorted out, bill. but now senior u.s. officials are confirming that their evidence is that t
