on religion, the middle east and north africa have the highest scores in both regions. one of the findings is that the restrictions, government restrictions on region in the middle east and north africa, were on the rise in the years before the revolution called arab spring. we do not make a claim that the restrictions on religion coming from governments and their tightening was the cause of arab spring. it's an important part of the context to understand the forces active in the region today. as we looked at the data. and different religious groups that were impacted by the restrictions and hostilities one interesting finding in the middle east and north africa, was that muslims themselves faced harassment from government and others in society in a larger share of countries than did christians or jews. so it's often the minority faiths, the minority muslim groups in a country that are facing the problem. so it could be the sunnis in a difference majority country. one question we looked at in our data is whether or not government restrictions are self re-enforcing. do m

there is a continuing turmoil and unrest in the middle east. rising powers in asia test international relationships. there are growing concerns about cyber-intrusion and cyber- attacks. a whole new area of the war front that can take place in the future. at the same time, we face an additional threat to our national security which must also be confronted. and that is long-term debt and high deficits. as someone who spent much of my time in public service, working on fiscal policy, i believe that if the country does not control and discipline its budgets, it will inflict severe damage on our national security. it would deprive us of the very resources that we require at the department of defense and it would also hurt the quality of life of the american people. something that is equally important to our broader national security. i refuse to believe that we must be forced to choose between our national security and fiscal responsibility. but to avoid that choice, we have to be willing to make difficult decisions. about how to reshape our defense

by the people of the middle east. this is their revolution. this is not made in america. this is not made by george bush. the one thing i think we can claim for president bush is that he, looking at 9/11, was willing to say and articulated very clearly publicly that u.s. policy had been wrong for about 50 years. that it was premised on the notion that you could support tyrants and authoritarians in the middle east and get stability. and we thought we needed that stability over 50 years for oil and to keep out the soviets and all kinds of reasons. and he, one of the lessons he drew from 9/11 was that was a bad deal. that supporting authoritarians instead of getting a stability really got terrorism. because it created a culture of despair and lack of hope that made the middle east a recruiting ground for extremism. he came out and said that very clearly and the united states had to have a different policy. they had to have a policy that supported freedom, democracy, human dignity, the right to people to take control of

groups in the middle east and islamist groups in particular are actually quite malleable. they exhibit this ductivety to twist and shape themselves in different ways to fit within the political context. if you want proof, look in egypt. for a long time against political participation, for a long time against speaking against the government, but now they are organizing a political party and indeed have done fairly well in the last elections. so i agree with the premise of that question. where i disagree, or with the topic. where i disagree is that, that statement how repression breeds religious extremism and how religious freedom does the opposite is it i soups a causal mechanism, that freedom leads to moderation, and repression leads to extremism. and here i'm just going to point out three quick examples i think will be familiar to an intelligent audience like this. they come from turkey, tunisia and pakistan. in the case of turkey, we all know that the turkish military for a long time that been a bull wart towards the religious movements and whenever they may progress in

east bay valleys will be the warmest. mid-60s for you. bay thinner clouds and slightly warmer weather inland. around the bay itself, upper 50s to about 60 degrees. watch the rain come down tonight and temperatures mainly in the low to mid 40s thanks to the cloud cover that comes with that rain. very vigorous storm, doesn't look impressive right now but it will pick up more moisture and it will stall over us. that is why the rainfall amounts are so impressive. here it is 5:00 into evening hours, high clouds increasing. rain moving into the bay 1:00. overall our neighborhoods in the morning hours. watch the front to the east a little bit but still a lot 6 waves of rain during the afternoon hours. front stalls through sunday morning then starts to back up into the bay. that will create more waves of rain through the latter parts of the afternoon. then by evening hours, finally starts to move off to the east and we get a break. areas that don't normally receive the greatest amount, this could be the system for you. three-quarters to inch and

we will start in the east bay and a report of the east bay freeway for you. and to oakland.t the moment. the heavier stuff is actually found between concord and walnut creek right along 680 there. you can see the darker greens are indicating as they will continue to check on the ride down through danville. you can see fairly consistent steady light rain with not much relief there. the same story for the east bay shoreline. we are looking at interstate 80 down through this area. light to moderate rain that is being reported. the same story for you there and 580 as you head out to dublin and further more out here you can see conditions, they will get better as you head towards livermore. but pretty consistent with the rain between them here. and the south bay as they have said, well, they were a hit or miss. take a look. that is the one spot that has been relative clear all morning long. they got the gray skies, but they don't have much falling in the form of rain. you need to head up in the direction of the peninsula and redwood city before you start picking up on the rain. e
