east bay. >> reporter: laura and sam, ironically this comes back to folks conserving too much water during the drought. all this information is on the east bay mud website. i went to the website to gather information and see exactly who will be affected and how much you will be paying. first things first. we are talking about 1.4 million customers in the east bay to be affected by this. customers between alameda and contra costa counties. there would be a 19% increase over a two-year span. the way it works out is in 2017, this year, there would be an increase of $4.34, and next year you see an increase of $4.63. here is what one walnut creek resident said about the proposed water hikes. >> this is just another example, to my way of thinking, of the california, which is out of control, messing up badly. and we pay for it. i may move to nevada or florida because i am -- they're raising the gas tax 12 cents. they're doing all these things because they can't do a good job and we pay the price. >> r

east bay m.u.d. officials say they have to raise rates because they just didn't sell enough water during the drought. and because sales are down, they have to bring in revenue somehow. and the revenue is down thanks to people doing what they were told to do: conserve water during the drought. now, those very customers will now face paying more. east bay m.u.d. will vote on the proposal to increase 19% over the next two years for its 1.4 million customers. east bay m.u.d. says it's critical to invest in infrastructure, everything from water treatment plants, aqueducts and 4200 miles of pipe. still, some customers feel they are paying the price for saving water and director john coleman says he will be voting no on the increase. >> when we ask them to conserve and save, they did. now they're paying the price. >> reporter: east bay m.u.d. nearly doubled rates over the past 10 years raising rates annually 7.1% over the past decade. the proposed rate increase is for 2018-2019 will be 19%. the proposed rat

(mark) happening now in the east bay...oking for the people behind dozens of car burglaries. 52 cars were either vandalized or burglarized in two east bay cities. the smash and grab car burglaries began in brentwood friday morning in the parking lot of the hampton inn. police took reports of 17-cars that were broken into and one car that was reported stolen. within a half hour of the 17 burglaries in brentwood, the city of livermore had 35 cars that were either vandalized or broken-into. police in both cities suspect all 52 auto break-ins were likely committed by the same people. (darya) chevron says it will make 20- million dollars in upgrades to its richmond refinery as part of a setttlement with the state of california. the settlement is over a 20-12 refinery fire that injured three employees and sickened hundreds of people in richmond. those upgrades include replacing all carbon steel piping with more corrosion resistant piping and specialized training for fire department personnel working at the richmond refinery.
