first, breaking news in the east bay. water continues to gush from a water main break flooding the neighborhood in contra costa county. >> today in the bay's bob redell has been there all morning long. bob, a little less soggy now. >> reporter: yeah, good morning to you. the big issue for east bay mud is getting the water line turned off. we're here and you are looking down hemme boulevard if you look to the right, there's a preschool and we spoke to the principal, and the water is not flooding the school. and there's a woman that ordered sandbags and got them from the local hardware store, her home is not flooded but the garage is. the pipe that bursts is old. i'm watching out for cars here. they were installed in the 1950s. a lot of the pipes are old, and they are in the 70-year range. this is the third water main break in the past week. there was one yesterday about a half mile from here, and one last week about a mile from here. the handle valve is underwater and they are trying to get to the valve, and they have someb

throughout most of the bay area coast line drying out for the east bay and south bay. but just to our east. we are looking at rain and snow showers right now. south lake tahoe a little bit drier. but this atmospheric river going to have a warmer core to it because it is not only tapping into a storm, but it is getting subtropical plumes of moisture out of hawaii. and because of that, not really tracking as high of snow totals specifically at the lake level elevations above 8,000 feet could see upwards of 5 feet of snow. but really it's the lower elevations that's going to notice more rain then snow as i fast forward through sunday morning and sunday afternoon even during the evening hours could see pockets of some pretty heavy downpours as the atmospheric river impacts the sierra, but the one thing we need to watch out for gusty winds as well. there is a winter storm warning going to go into effect starting 5 o'clock sunday evening through monday night wind gust throughout this year. ridgecrest 100 miles per hour less and at the lake level could see gusts upwards of 60

over in the east bay. there's a new proposal to close 8 schools in the hayward unified school district over the next 3 years. officials say while some of the facilities are aging poorly. the biggest reason for the closure is due to declining enrollment. now the district is built to serve more than 24,000 students. but only is about 18,000 students currently enrolled. >> why if the district has been thinking about closing more schools for years and years. have they not come to the community and said. >> help us that figure this out. we have over 900 million dollars in facilities needs. we are facing a 14 million dollar budget shortfall and that's directly tied to declining enrollment. >> the proposal is far from a done deal and must be reviewed by the school board and cannot be approved until a vote is held on november 17th. turning to our coronavirus coverage. california now has the lowest level of covid-19 transmission of any state in the country. the cdc lists, california as the only state with moderate

dan kerman is in the east bay hills with more on that part of the story. good evening. debt. >> well, good evening to, you know, right behind me you can see large trees as well as power lines. not a great combination for the storm. but the utility in the area taking steps to make sure they can minimize any sort of problems with the rain coming. crews hired by pacific gas and electric were in the east bay hills tuesday afternoon, trimming trees that could fall into power lines during a storm and cause outages. it won't prevent them all together because there can always be situations where there's heavy gusts of wind or limbs. just go flying. but as long as we're keeping the vegetation away from our from our lines and making sure we're following all those regulations. it helps prevent those sorts of outages from occurring. >> the genie says work like this is routine throughout the year. storm or not. they also been washing power poles. so the rain doesn't turn the dust and debris that accumulated in the mud which can also trigger outages. we also have crews that are geari

get into the berkeley hills east bay hills we see a few showers out there. these are dropping a few hundreds of an inch of rain. not a repeat of yesterday. a few showers in the north bay. mainly in higher elevations. that is moving to the east. once the sun goes down these will completely fall off the map. a chance for a couple showers heading into tomorrow afternoon. future cast shows limited shower activity disappearing heading to this evening. not that much of it to begin with. tomorrow morning it looks like a lot of rain. a lot of this was fall apart. future cast is to overdoing it. there is a chance of showers making its way to the north bay and along the coast. an outside chance in san francisco of passing showers. most of it will stay further to the north and it will be pretty light. we will add it up in future cast. on the high end. around a 10th of an inch of additional rainfall. that is minuscule compared to the 6 to 9 inches that fell widespread across the north bait with higher amounts of over 16 inches of rain. over a foot of rain for kentfield.

the lion's share of the totals for the east bay and south bay are still to come.ill add up over the next couple of hours. you will get close to .3 inches of rain. there is some rain in the forecast set but not a lot. a few scattered showers throughout the day saturday. it is not all day rain out but there is some rain. this is for a.m. we see the lading out of the rain. that gets us into the early afternoon. that is a long stream of moisture streechg out across the pacific. like a hose pointed across the bay area. we went from 1:00 sunday until 11:00 o'clock at night and it is still rain and it is fairly steady but it is not going to stall out for a prolonged period of time but we should come away with the idea that sunday is a total wash out. we could pickup several inches of rain from this. the totals are high. we are not going to lock it into a specific number. the better way to think about this is that you can get 2 inches of rain in your part of the bay area. that means, yes there is likely going to be some localized street flooding. maybe some of the lower l

heads up for drivers in the east bay this weekend. caltrans will be closing highway 4 for repairs. it starts at 10 o'clock tonight. >> the closure is from discovery bay boulevard in contra, costa county all the way to tracy boulevard and san joaquin county eastbound travelers can begin their detour at the byron road intersection. the closure is expected to end on monday at 5 o'clock in the morning and a heads up for bart riders this weekend. bart is shutting down the tracks between the south hayward and union city stations. the trash will be closed for construction buses will replace trains but bart says riders should plan to add about 25 minutes to their trips. this section of track will also be close. the weekend of october 16th still ahead at 8. the countdown to fleet week begins after a year off because of the pandemic. the high-flying event is back. how city officials plan to keep millions of spectators safe. fleet week comes back to the bay area next week. it is the first one in 2 years because the pandemic caused the cancellation of last year's event. kron four's haaziq madyu

justin andrews is live in the east bay. officials across bay area are getting ready and fast. >> fda gave the green light and now cdc needs to give final approval which is expected at some point next week. remember it was tuesday we reported that the fda authorized emergency use of a lower covid vaccine dose to children 5 to 11 years old. we are learning that santa clara county, 55,000 doses are expected to arrive next week, enough to vaccinate a third of the 167,000 kids in that age group starting about a week from now. the mask mandate in santa clara will be lifted once 50% of kids between 5 and 11 are vaccinated. we know the city of milpitas already announced a kids' pop up vaccine for sunday november 7. >> we're really looking forward to getting our life back to normal, getting the kids back to normal. it's been really hard these past few years with the masks and social distancing and avoiding parties and things like that. >> doctors say children should reach full immunity about two weeks after their second dose. justin

but then for the east bay by sunday night. it's going to make its presence known for those of you in the south bay monday morning during the overnight hours. the bulk of that atmospheric river starts to shift to the south and east. so you're going to begin your drying trend. for those of you in the north bay for the rest of the bay area still tracking moderate downpours. and it's just going to sit and linger by around sunrise monday morning for those of you in the south bay and that's going to increase your rain totals. but it will negatively impact your monday morning commute. so just keep that in mind. we are expecting ponding dangerous slick road conditions of you don't need to be outside for your sunday. stay indoors. just hunker down in place monday by midmorning that river finally exits the bay area and we are tracking rain totals. one to 3 inches for the south bay looking like that out that 3 inch range specifically for mountain view and san jose. 2 to 4 inches expected for those of you along the san francisco peninsula

we've seen light to moderate showers across the city as well as across the east bay and north bay. pretty consistently so far this morning. let's zoom in on a couple of these areas and we do have some deeper green which indicates an increase in rainfall intensity for parts of marine county, san francisco on over into contra, costa county as well. the richmond center fell bridge is definitely in the midst of some showers at the moment, as is the bay bridge and the golden gate bridge heavier out towards ocean beach into richmond and outer sunset districts looking at some lighter shower activity a little bit further south. and we do have some rainfall in the peninsula begins to taper off south of half moon, bay and south of san mateo, south bay. you haven't tapped into much of it yet, but it's on the way for you into tonight and out towards concord and walnut creek, some showers and work your way their way, your direction as well. benicia and carquinez bridge is looking at rain and vallejo on up to fairfield american canyon up to napa. also looking at some light showers yeah. you get
