reporter janine de la vega is live now to let us know how con artists are basically taking advantage of this new law. good morning janine. >> reporter: good morning, we're here in eastere there's a large mexican population and i've been speaking to people who say they are not surprised a new scam has surf surfaced. people are posing as dmv employees and offering people without papers driver's driver's licenses, but california isn't actually issuing those legal driver's licenses until next year. that's why the san jose police is putting out a warning that some criminals are asking up to $1000 a person to obtain a legal license. officers say always be awe are of agents claiming to help by giving them money. under the new state law undocumented people who could prove their identity and residency in california as well as pass the written and behind the wheel driving test will be able to get a license. right now the dmv is in the process of reviewing all the categories of documents needed to verify identity and residence. so the public will get a chance to comment on those proposed regulations in the summer. so the actual date that those driver's licenses will be issued
