but that is something of concern in east palestine that were really looking at. we have reported in our preliminary report that the derailment occurred on car 23 due to an overheated roller bearing or wheel bearing. you know, as a result of that we are going back and looking at everything from management system, policies, practices, decision-making, that tested conditions that about the derailment to occur in the first place. we'll look at that and see if there are any similarities with this as well. >> stepping back, what do you think of americans who are concerned is our freight rail system safe? >> at is a great question i can certainly understand the concern. hazardous materials are transported on all modes of transportation. our aviation system is the saved us -- safest that they are limited on what they can transport for dangerous materials. pipelines can also be safe as well. they have generally good safety records. how are railroads also have a good safety record. the train accidents in general for the train mouse going up so it's trending upwards. with t

one of the things we saw in east palestine.he firefighters weren't aware of what was on the train when they went and responded to this train crash in the first place. we would make it so rail companies have to label these trains as high hazards so local authorities know what's on the trains. who other important things. the first is we would require nat national sensor installation would hopefully not be repeated in other situations. finally, we give the fining process teeth. right now when the train companies cause these problems, it is little more than a slap on the wrist. we actually would incrows the penalties, make it so if a train company causes what happened in east palestine they suffer some real consequences. all of this is an important part of making our railways safer and making sure what happened in east palestine either doesn't happen again or certainly happens much less frequently in the future. >> bill: we watch governor dewine live. he and his wife have arrived in east palestine and he made several trips there. y

geoff: the train that derailed in east palestine had two crewmembers and a trainee.im if the train had only had one crew member on it, which is what the railroads wanted, that the problem would have been exponentially worse as bad as it was. have you been able to come to any determination on that issue? >> not on that issue. we recommend they collect information on the number of crew members when accidents occur. what i will say is the crew did nothing wrong in this derailment. in fact, they followed the seizure, which was on -- uncoupling the locomotive from the rail and move the locomotive up about 1 mile to make sure they were safe. one thing i do want to give some credit to the federal railroad administration is yesterday they came out with a notice of proposed rulemaking that will be published in the federal register for inviting train crews with emergency escape breathing apparatus. that is a recommendation we have had on the books since 200 when two norfolk southern trains, a norfolk southern train collided with a part norfolk southern train collided and relea

it's been more than a month since the derailment in east palestine. i also recall while there was an effort to move contaminants, there were also people who were upset that didn't want it coming to their states. what is to happen? otherwise this stuff just sits there. >> it doesn't just sit there. volatile organic compounds o off gas and make local air quality even worse. some of this material, ironically, was slated to go to a nearby hazardous waste incinerator called heritage in the very same county where east palestine is located. so the residents basically gate double hit of toxic exposures, because that incinerator has a long record of environmental law violations. there's no easy solutions to what to do with all of this contaminated soil and materials, which is why we really need to move upstream. this is just going to get worse, because unless we pass new laws, plastic production is slated to double in the next 20 years, which means more chemicals on the rails including vinyl chloride, which is the real problem here. >> what do you mean it's ti
