this is happening eastbound on the lower deck out of san francisco. christie smith is live on the scene. good morning. >> reporter: good morning to you, jon. right now you can see some of the police activity and lights on the lower deck of the bay bridge. in the distance there, just past the s curve. i spoke with an officer trying to get details on what's going on but they had shut down the entire lower deck, then allowed two lanes to reopen in the last couple of minutes, they started holding traffic right here so you can see at the on ramp the cars are not allowed through. i have called into the chp, not a lot of details, i'm told a spokesperson is on the way. but i did speak briefly with dispatch. they are telling me that this is a possible shooting incident and could involve some sort of chase. this started about 1:30 this morning. i asked if they are looking for anyone at this point and they told me no. but at this point within the last couple of minutes i did see a fire truck come onto the lower deck of the bay bridge where most of the activity i

this morning, vdot is relaxing hov restricts on i-66 eastbound. the hov restrictions and i-270 in montgomery county are also suspended this morning. that means anybody can use 66 or 270 during the morning rush hour. >>> the metro stations are all going to be open today but the transit agency says it may still be a pretty miserable commute for you this morning. two dozen metro bus lines are running on detour routeth routes because of downed power line or other storm damage. that could lead so major delays throughout the day. and while all of the 86 rail stations will be open, metro says some stations might be operating on backup power and emergency lighting. now that means that escalators, platform displays, and maybe the pa systems may not be working properly. also, remember, metro's new fare hikes are in effect this morning. they kicked in yesterday. >>> since the air conditioning is out in the middle of the heat wave, many cooling shelters are open throughout the region. prince george's county is opening new shelters in addition to the 24-hour s
