i'm here this morning to speak to you about how some of those recommendations could apply to the eastern neighborhood hearing. as you know, the task force is concentrating on infrastructure and not operating expenses nor is it looking at parks and other kinds of concerns within this particular hearing. the task force has been examining the needs for capital programming across the city in light of the kinds of conditions our transportation system is in now as well as the new growth, both in terms of residents and jobs in the city. and so the scope of the task force work does not address the operating deficits nor does it solve all of the problems that have been identified. about $10 billion have been identified as a need for transportation. and this leaves a gap of 6.3 billion. the task force identified what we believe is required in terms of infrastructure and we'll be proposed some new revenue sources to fund a portion of that gap. so the three recommendations that will be brought forward from the task force is to invest in programs with the greatest impact to first maintain the current

we have been going out to getting a number of grants for the eastern neighborhood. many came out of the district streetscape plan and others come from other local and state funding sources. and finally these are projects that are moving forward that we expect program funds that are non-impact fee revenue funds but at the same time meet the goal of implementing the eastern neighborhood projects and they come from a -- variety of funding sources, outside grants and streetscape funding and street bonds. lastly i'm going to talk about other projects on how we identify and move projects forward. we work closely with cac. they meet monthly and basically advise the city on expenditures andal -- allocations of impact fee revenues and working with other agencies and cac to impact these revenues towards the representation that we see the board. we are finishing up this year's report and bringing it to the board in january, i believe. this you for your time. i believe that keith goldstein from eastern neighborhood is here to say a few words at this point. >> great. thank you s

four of the high intersection hot spots are in the eastern neighborhoods plan area. so we are looking at the measures that help us reduce the propensity for risk and injury exposure and we'll get that out. our goal is to have that priorization report ready for next spring and working to develop the funding for that which works with the plan. we highlighted about 73 measures installed in this area already. 12 are currently in planning and being designed right now and we have 56 new applications. the up and coming measures are strong and robust. the team has developed a new stream lining process which will get those prioritized and delivered as quickly as possible. bicycling in the area we have seen a tremendous growth in bicycling in the core bicycle area which is about half of the eastern neighborhood area plan has seen most of the dramatic growth in bicycling. since the 2000-2010 census, many areas in the mission and the south soma area have seen more than a hundred percent increase in cycling in the periods. there is a lot of people bicycling through this area. the

if you look at the pipeline in eastern neighborhoods. this gives you a quick graphic to show you where the projects are growing. it's pretty scattered across the entire neighborhood. this is showing you the status of some of these projects whether they are under review, or approved or under construction. there is a pretty broad geography of where this is happening on both the job and housing side. if there is any concentration, there is the transit corridor which is the plan to focus along the corridor where it could be accommodated on the streets that have more transit service. just to look again at the numbers, the initial projection were there the plan were to produce about 10,000 jobs and 3 million square feet of non-residential space. the current plan of what has been completed and the pipeline is 700 of those units have been completed or under way and about a million square feet

last month we were at the meeting for the eastern neighborhood plan and the questions i heard were the promised benefits for streetscape and infrastructure improvement. we knew there was a funding gap. we hope to begin to develop a multi-agency strategy to address the funding gaps and some of these projects implemented before we entitle hundreds of more units in the neighborhood. we have done a good job in the development community has been successful in moving the projects forward. i think we as a city have done a good enough job finding and implementing the infrastructure needed to insure these neighborhoods stay walkable and livable and transit first. i don't expect we'll have all the answers today but i think we need to have a conversations and this is a first step in that conversation. we have a series of departments here today who are going to assist us in understanding the pipeline. in some ways the city is thinking that we maybe able to close the funding gap. we are going to hear from jon ram -- john graham of the planning department. thank you. >> thank you, good morning, supe

i'm standing on the lower deck of the old eastern span. right now, up above us, there are crews busy at work and they are tearing apart a portion of the upper deck. while there's a lot of heavy machinery busy and working up there on the upper deck, drivers coming across the new bay bridge probably won't even notice what's going on. caltrans led a tour on the old eastern span of the bay bridge, where crews have started dismantling the 14-long foot section of roadway. jack hammers, saws and excavators are removing concrete and rebar. this portion of the upper deck is between the two steel peaks. the work will take six weeks to complete. as they tear this apart, it's possible rebar and concrete could fall. but the contractors have put in place a containment system to catch all of the debris. >> obviously the bottom deck is there to catch anything that falls but also to avoid any of it could fall in the bay. >> reporter: clearing away this portion of the upper deck will allow contractors to bring in large, heavy equipment to eventually take ap
