in spite of the challenges the people of eastern kentucky face, i have great confidence that we can overcome them and succeed. i was pleased to be able to assist the kentucky highlands investment corporation in receiving a promise zone designation which was awarded just last week. that's why i wrote the administration in support of this designation last year. this economic initiative is just one way to help jump-start the region's journey out of economic distress. but we need more than that. my friend and colleague in the other chamber, representative hal rogers, is leading an effort to identify ways to lead appalachia out of the cycle of poverty and unemployment through the "soar" initiative and i applaud his efforts. to offer yet another possibility for eastern kentucky, my friend and colleague, senator rand paul, and i introduced the economic freedom zones act to further enable eastern kentucky to lift the burdens of some of the poorest families in the country. our legislation would roll back government regulations and tax barriers to spur job creation and reform failed educational system

perhaps one positive sign in that regard, and no coincidence, eastern kentucky was a promise zone that was named. mitch mcconnell and rand paul are republican senators from kentucky. all of them - rand paul, paul rip, marco rubio, all proposing their own version. it perhaps stands a chance of getting somewhere in congress, but there are no promises, safe bets. interesting that some republicans are supporting. others are not supporting the idea. what is the politics selected. >> everyone looking under the stones to determine whether there was a pattern. there was a democrat in every state within prochl imenty to the zone. i don't think you can draw a line. mitch mcconnell said that he wrote to the president asking that eastern kentucky be included in the initial five promise zones. the criteria, where they had to have average poverty of 20% in the region affected, the zone selected. there can be variant ranges in terms of population, 6,000 on the low, 200,000 on the top. they have to have a job-creating institution. the mayor in west philadelphia, they have a university pushing to coope

you mentioned that eastern kentucky, one of the areas. los angeles as well. philadelphia.an antonio. choctaw wear of oklahoma. the point is that the president has gotten his proposal together. another state of the union at the end of the month and he wants to make it clear he thinks the economy is coming back and thinks a proposal like this might juice it a little more. >> two sides working together. that's a rarity. >> kind of a shot. the president's plan would have tax incentives other federal aid to the community. senator paul, you noted, here at the white house, that's rare. a thorn in the president's side normally on a lot of issues. he has something called economic freedom zones, he calls them, where he targeted detroit and other big cities, counties around the country, lower corporate taxes and personal income taxes to make sure the tax revenue goes back into the cities. marco rubio from florida has an antipoverty program he unveiled yesterday. he says the important thing to him is there's too much federal government growth in these kinds of programs. he'd rather se

philadelphia, los angeles, south eastern kentucky, and the nation of oklahoma.he goals are to expand educational opportunities and access and improve public safety, joining us now from the white house with more on this, mike? exampling of these enterprise zones these partnerships large employers in the region from these areas that have been forsaken in many ways economically depressed, and now the president coming forward with not necessarily a new proposal, because tony this goes back to last february in the state of the union when he announced this initiative. they whittled down to five of the zones you named them, they are going to be 20 of them named over the course of the next three years. the president has offered very few details of what zones tof these zones to qualify, you to have a poverty rate of at least 20%, so quite economically depressed you have to be small between 6,200,000 individuals living in the zone storks that's a realtively wide area there. these are the first five, but the president didn't offer a lot of details but talked about the thin

mike tobin live in eastern kentucky with more on this story. mike? >> reporter: jenna, since january of 2012, 6,000 miners in eastern kentucky have lost relatively high-paying jobs. for at least one mining job there are three directly related jobs like trucking and those disappear. this is happening as environmental policy targets the coal industry, particularly here in appalachia. deep below the appalachian mountains a way of life is being phased out. eps regulations tripled the cost of getting coal out of the ground. miners are laid off bit thousands. >> i believe obama administration took a huge impact on the coal industry in appalachia and, it is anymore you just never know from day-to-day when whether you have a job or not. >> seems like everything in the coal industry is under siege. everything is under attack. >> reporter: the president has had coal in his sights since he was a candidate. he said that to the editorial board in san francisco con chronicle. >> if somebody wants a to build a coal plant they can but it will bankrupt them because t

line of light snow from pennsylvania-kentucky and out through the midwest and curving up through the eastern slope of the rockies. the bitter cold is pushing south. in the eastern part of canada, the high pressure is building in, and you get the gusty winds in between the two. north dakota, south dakota, minnesota and chicago, making the temperatures feel like they're down 20, 30 below, and maybe even 40, 50 below in some areas. windchills in that area above this line. but it's not as cold here, but you want to take precautions when you step outside. notice how the line goes through eastern pennsylvania. this is the front moving to the south. and that cold air will eventually spread east. by monday night, it's over in the great lakes and pushing into new england. and it's in south dakota and minnesota. the cold air will eventually push south. and that snow could hold together enough where we could see snow across the southeast. these are the real temperatures. 35 in minnesota. 0 in albany. mild in philadelphia, 34, and the temperatures will be dropping as the cold air moves in. into the teen

kentucky, is all seeing snow right now. new york city, is the visibility has come down considerably, and in some placesly show you the storm totals we are already up to 16 inches in eastern massachusets. now, one of the big problems is going to be that police saturday warning that is in effect. it's in the just long island. a lot of snow winds over 35 miles per hour. as well as temperatures dropping and wind chills coming down belee store degrees. as you can imagine, that is very significant on the roads. the reason being, the storm system is going to be moving off the coast, and we with have the winds into the northeast, be uh the gradiant is so tight that we will see anywhere around 45 miles an hour winds. the snow total so far right now, well, which is just to the north of boston, it is 16-inches, up towards new hampshire 6.5, so not doing too bad, vermont is at about one foot already. i expect to see another six-inches added to these. >> all right, thank you very much. it is snowing so hard in boston, we are having difficulty getting the live truck going, but we will try to talk to him later. this is already proving to be a major headache. this have been more than tw
