outcomes, meaning safer communities, and surprisingly the states include not only the large eastern states of pennsylvania and new york, but also states like mississippi, south carolina, west virginia, wyoming, iowa, all of which use this mid deem charge rather than felony. and what we find in these 13 other states is that there are higher rates of drug treatment participation, lower rates of drug use, and even slightly lower rates of violent and property crime. so again, we can prove we can have safer communities. and then of course there are the unintended consequences of a felony conviction. consequences that really can cause great damage to a young life for many decades out. the very three things that can keep someone successfully in his or her recovery, access to housing, education and employment are put farther out of reach because of a felony conviction, especially in a down economy, someone with a felony has great difficulty even accessing 5 a job that pays minimum wage. putting these felony convictions to a whole population of young people, we really perpetuate a chronic underclass which benefits

last week the chairman of the judiciary committee singled out the vacancies on the eastern district of pennsylvania. we're confirming the third judge to that court after two last week. four vacancies remain but there are no nominees pending in the senate for the eastern district of pennsylvania. it was also stated that the seat we are filling today has been vacant for over -- for -- for four years, as if republicans were to blame for that. the fact is that the seat went vacant june 8, 2009. president obama was the president then. he waited over three years and five months before making a nomination november the 7th, 2012. why did the president make the people of pennsylvania wait so long, and why are republicans being blamed because they have to wait so long? that wasn't the fault on this side of the aisle, yet now we are accused of obstruction. so i just wanted to set the record straight, set it straight again before we vote on these nominees. i expect they will both be confirmed and i congratulate them on their confirmations and i want to place the balance of my statement in the record. and as i

i'm looking at this ruling from the united states district court, eastern district of pennsylvania.ttom line on this, if you would, paul. what does this mean? will this likely end up meaning that she will get this lung transplant she so desperately needs? >> yes, you know, i think it does indicate that there's a high probability that she will get the lung transplant. and for her, this is the most wonderful thing you could imagine. it's going to save her life. but i suppose the thing you have to look at when you step back and look at the bigger picture is how will it affect the entire process of organ procurement and transplant? and that's where it's a much more complicated question. right now, we have a system where there's a board called the organ procurement and transplantation network, and they work in conjunction with another organization, a not for profit that is called the united network for organ sharing, and they try to use medical standards to determine who qualifies and who doesn't qualify. the reason kids under 12 didn't qualify was because there hasn't been a lot of medi
