morning a lot of unsettled weather along the eastern seaboard and how it will stay for the rest of the week. looking around the region, mainly along the pennsylvanianpike on either side where some of the heavy downpours have been popping up. one in western lancaster county with a flood advisory. the biggest concentration southern parts of montgomery county and the western section of philadelphia county. as you go closer on double scan live the brightest areas jenkinson down. it is a wet afternoon. and street level on double scan, willow grove near valley road and south and east of horsham, south of the turnpike. and they issued a flash flood until 8:15 for that seconds of montgomery county. west of there many roadways flooded as the downpour passed through the region with some thunder and lightning associated with it. no thunder or lightning at this point, it is really a torrential area of rain because of the higher humidity and dewpoints we have that the atmosphere is wringing itself out. right now 72 in allentown. 78 in philadelphia, 80 degrees in fill vil millville. and rieft along the shore the temperatures 70 degrees. it doesn't feel cooler,

pennsylvania, it's even longer. about half of our state, in the western part of our state, 316 days; 294 days in philadelphia in the eastern part of our state. so to have a veteran and his or her family wait that long for the processing of claims is, in a word, unacceptable and should be addressed. and that's why we introduced the 21st century veterans' benefits delivery act, which was developed from the findings of the working group and the report that was produced. this is a commonsense approach, a bill that focuses on three areas that will ensure faster and more accurate -- a faster and more accurate delivery system. the bill will ensure that the v.a., congress and all agencies of the government will work to give the veterans the benefits they deserve? a timely manner. it does basically three things. first, update the claims submission process. two, improve the v.a. regional office practices. and, three, demand more from other federal agencies. this backlog problem is a v.a. problem but it's also a problem of other agencies not doing their job to help the v.a. as senator heller noted, we had great support in the working
