tropical storm isaias which is forecast to make landfall in the carolinas tonight and move up the eastern seaboard over the next couple of the days. more on the storm and the relief bill negotiations this hour. zblrjts the east coast isn't alone if dealing with the combination of the pandemic and a natural disaster, california's trying to contain a wildfire in the mountains just east of los angeles. as that state deals with an increasing number of coronavirus cases and deaths. nbc's steve patterson joins us now from boueaumont, california. every policymaker's nightmare and more anxiety of the citizens of the great state of california. >> certainly anxiety when it comes to people who live in this community, also think about the firefighters they're trying to battle something that's burning, you can see it over my left shoulder, close to 30,000 acres, they have had to evacuate close to 8,000 people in this area, getting people into the shelters, they all have to do that following the same social distancing guidelines that we all do, which means those people coming into shelters have to be screened,

so we are, in fact, opening shelters up and down the eastern seaboard. i've got over 300 volunteers this morning who are actively on the ground in florida, georgia, south carolina, north carolina, and virginia and more moving in towards delaware and maryland which is a little later in the foreca forecast. but they are prepared, at the direction of and to support our local emergency and state emergency managers, to open congregate shelters. everyone in the red cross shelter, everyone must wear an appropriate face covering. we're providing surgical masks to anyone entering a red cross shelter. we've put social distancing into place. we have 60 square feet we're requiring a standard of 60 square feet per person in those shelters to support social distancing. we put special food handling procedures into place and we're following the isolation procedures that you heard rosa describe that miami-dade is using, which is, if folks are presenting as symptom 80, we're going to locate them in an isolation space and have health service workers attend to their care. a

then we're going to deal with this storm for about the next 24 hours all the way up the eastern seaboard first off you can see the position of the category 1 hurricane right along the south carolina/georgia border where it meets the coast. we've already heard of significant reports of damage near bald head island. the worst of the heavy winds right now is right over the top of wilmington, north carolina. that's where we've had a couple of tornado warnings near that area too. we've even had some damage with that. so as far as the forecast, 85-mile-per-hour winds. i want to talk about how slowly this storm is going to lose its steam. typically these storms make landfall, and they quickly reduce. not this one. even tomorrow morning at 8:00 a.m., still 70-mile-per-hour winds in between richmond and norfolk. then even by tuesday evening, 60-mile-per-hour winds outside of new york city. so what does all of this mean? well, the power outages will be the story tomorrow at this time. will it be hundreds of thousands? will it be millions? that's what we're going to find out in the next 24 hours. i
