but i want to end by thanking ed harrington for his wonderful years. and i know that he is trying to complete as many things as possible for his last month on the job here. and i know that he feels comfortable in having left, leaving the city in good hands and in the good processes that we have had. he has got a wonderful foundation for having completed all of these projects. and then, we are off with mr. kelley's leadership as we start talking about the waste water system and what we need to do with red pairs, and i know that mike and todd are eager to work as a team. i'm with them on that. and to then, reeducate our public, our rate payers about what is next on the agenda. what do we have to take care of to make sure that our future is safe and our infrastructure is safe as well. so i am glad to be here and i am glad to celebrate this with our puc and all of the friends that they have. i am glad to be creating more jobs with our contractors and then putting everybody together and making sure that they know that our infrastructure is safe and we will

i doubt that ed harrington is watching the lafco meeting. i am sure one of the benefits that he was looking forward to when he retired he no longer had to come to these meetings accident but in the event he is watching. >> >> we want to thank ed harrington for his work and we have a resolution before the commission honoring him. the second item and just as important is to honor mike campbell who has taken time i think he might be technically on vacation or personal time, so i apologize. it is not our intent to honor you by forcing you to take personal time to actually come to a lafco meeting, but mike campbell resolution is one that i think really is critical because of the very important role that he has played in his role, so let me just for the benefit of not only my colleagues but those that are watching just say a little bit about what is included in the resolution. mike campbell began his work at the san francisco public utilities commission in 2008 and from 2008 through 2012 he served as the community choice aggregation director for t

but on that point i am very comfortable deferring to the judgment of ed harrington. you know, ed harrington served as controller of the city and county of san francisco from 1991 to 2008. appointed and recommended by the entire board of supervisors, by mayor after mayor. he is a certified public accountant. and he also served as president of the government finance officers association of the united states, and canada. i feel pretty -- i feel pretty comfortable trusting ed harrington on whether or not the numbers add up. so i urge you, colleagues, to support this today. >> president chiu: supervisor farrell. >> supervisor farrell: thank you, president chiu. a few comments, colleagues. we talked about a number of the amendments. it goes to the definition of choice and i believe creating an opt-out program for residents in our districts is not choice. to me there is absolutely no reason why any law should be an opt-in program such as this. it smells of coercion and that's not something i'm willing to vote for, for my residents in district 2 and for all representatives i

but with ed harrington leading this charge, this is as good as it's going to get. and if you don't like cca under ed harrington, you're not going to like cca under anyone else. so let's take a vote. >> president chiu: if i could remind folks in the chamber we have a board rule that prohibits folks from expressing support and applause or objection with hissing to various comments. if you could respect that, that would be appreciated. supervisor farrell. >> supervisor farrell: i appreciate supervisor campos' comments. to be clear that is not changing the opt-out nature of cca. we cannot do that by state law. what we're trying to do is make it better. and to me, for us not to -- this is something -- the first time i heard of it just now was when supervisor wiener mentioned it. but to talk about not working on it, which is the main issue of contention not only here on the board but to the public, to agree to continue this for a week to me is saying we're not willing to work on programs to make them better for san francisco janice and i think that is the wrong approach.

sf, and nancy miller and janson fried and the staff and michael campbell, and barbara hale and ed harringtonand all last week 7k7kbqwas gr timing for the clean power and he timed his departure for that and i was happy to see it join together, and just to see that clean power sf would be just another one of the major achievements that ed harrington had over the course of his many -- several decades here in san francisco was very significant. that but also want to make sure you get the recognition that you greatly deserve for shepherding this through the last couple of years and i think it's really remarkable that we got the eight to three vote to get that level, that threshold for it to pass and i want to thank you for that effort because i really felt -- really inspired with the vote last week. i was really emotional about it and it was a landmark decision we made as a board. for some reason it seemed like a whisper but it's not. it's going to be dramatic change for the city and something to be proud of. it will need all of our work to be successful and i am confident it will be and i am co

put back into city coffers: when i was asked to be a member of this commission, and i heard that ed harrington was the general manager, i jumped at the opportunity, because he really understood the principles and values behind green buildings and viements, so, it's sort of apropos, that we recognize ed and everyone add 525 golden gate. we've come i long way in these 15 years under ed's leadership and thanks to all of you. ed harrington general manager sf public utilities commission. i know we spent a lot of time last week in the budget committee. i was asked to give a brief overview to make sure you were aware of what was in the program. i'm joined by barbara hale and todd rydstrom our cfo and assistant general manager for finance and business, if you have questions of any of us. i want to go through a quick introduction, what the city goals are, the key program components, what the liabilities may be and ratepayer impacts. san francisco has ambitious climate goals and so right now we're looking and saying we have a goal to achieve greenhouse -- electric system by 2030, reducing carbon emissions by 80% from 1990 levels. this program before you was a single program that has any chance to make a big dent in what's going on there. there's nothing in the horizon that has something like that. it has a mechanism affecting the climate change. i'm a renter. i'm not going to put solar on my roof but i can go out there, in my case, for $8 a month i will be able to have cle

of course we have ed harrington and his staff from the puc. we will hear from the puc, then office of economic analysis and then our budget analyst report. before we do that i will ask my colleagues if anybody would like to make any opening comments. supervisor campos? >> thank you very much, madam chair. thank you members of the budget committee. my apologies to you and members of the public for being late. i appreciate the brief recess. supervisor wiener and i have been coming back from the metropolitan transportation commission, where we ready the city and county of san francisco. first in terms -- there are some amendments to the resolution that is before you authorizing the puc to launch the clean power program. i have copies of those amendments and respectfully request the budget committee at some point make the amendments along the lines that are detailed in the document. i have the clerk -- i think you have them. make sure you have a copy and we have copies available to the public, if people would like them. let me begin by saying that

and, colleagues, and also want to echo support and thanks to ed harrington. i think he's done an amazing job. i know we will talk about you later but done an amazing job at the puc. you know, when i first heard of cca a number of years ago before being on the board of supervisors, and the notion of creating greener, cheaper energy, that also creates local jobs, you know, who wouldn't support that idea. and i believe, as much as anyone in building our green economy here in san francisco, and doing what we can to make that a reality. and, you know, as i mentioned to mr. harrington, have expressed to him, i realize the constaint he's been under and puc has been under through state law and otherwise in what they can create. as was talked about in committee last week, the initial goals of the board of supervisors passed a number of years ago before cca were simply unattainable. i want to echo comments that i support the -- of cca but there are a number of issues that i have with the current form of the proposal. i think first and foremost is what came out of and i
