ed lee is one of the best and brightest in city government. since he took the helm as city administrator, he led our efforts to create the 10-year capital plan. he has led our efforts in organizing and reinvigorating our birds the prepared this recovery plans. he has been a great steward in these times of economic constraints, helping us become more efficient in terms of the governments of this city. he has been on the forefront of our efforts to reduce our vehicle fleet, green our vehicle fleet. he has proven remarkably adept at working with everyone in city government regardless of their political ideologies, political backgrounds or agendas. he has great support of the community and broad support in the private sector as well. i cannot imagine anyone better, anyone more deserving than ed lee to continue on in this role as city administrator. that is the formal announcement today. >> the most important thing that i know of when i come into this job is to make sure we carry on the promises that we may, at the executive and legislative level.

[applause]. the only change today that i want to -- >> the san francisco arts commission's public arts program made a big splash in the civic center with the world premiere of three heads, six arms. the artist came from shanghai to help us celebrate the unavailing. we had a chance to speak with him about his work. >> the san francisco arts commission is pleased to be celebrating their relationship between san high and san francisco. the shanghai and san francisco. this is a 30 relationship that stretches back to win dianne feinstein was the mayor of san francisco. we premiered a new work of art here in san francisco called the three heads, six arms. welcome to san francisco. thank you for bringing your extraordinary sculpture. can you tell me about what inspired you to create this sculpture? >> this started with some trips that i took years ago. i went to to bed and i saw a lot of statues and i started to really feel the spiritual life of people in tibet.

[applause]. the only change today that i want to -- >> san francisco's buses and trains serve many riders who are blind or how low vision. muni is their lives line to get around. simple act of courtesy can help them access muni services safely. it is not just courtesy. it is the law. >> i used to take the 21 airlock. >> lot of times, when i would be waiting at the bus stop, the door would open and the driver would announce the bus line. >> 71. >> it is easier and preferable when a driver sees someone who is obviously visually impaired if they stop in front of me and say "this is the 71," "this is the seven." >> our buses are setup to announce the lines when we pull up. when i see a customer with a guide dog or cane, make sure i let them know what line i am. >> every time i get on the bus, i tell the driver where i need to get off, even if i think there digital voice system is going to announce that. just so they know in the event that it is not working. i

it's really been a remarkable experience for guys like ed lee our cao, for daniel and others who have gone to broodmoore and felt the remarkable connection. and have felt a great sense of responsibility to help out. in the spirit of that, we ask latoya cantrell to come here and talk about her struggle, her challenges and her resolve. because i think what she represents is the best of what so many of you represent. and for the grace of god every one of us could be put in the same position as latoya but how many would have the courage to become latoya? and actually step up and not give up. and so that's why we thought we couldn't get a better speaker today for a neighborhood empowerment necessary work initiative than someone who is empowered her neighborhood and networked her community across now this country. and notably and significantly in san francisco to talk about what she's done. she's an inspiration. featured in time magazine, new york times. ed lee. i think that was an interesting conversation, useful. what is the say process in order to take this information, solidified it to the best defense of the city and people 7 cisco so that we are safeguarded in the most preventive way possible to make sure we can expect nothing but best practices of pg&e? is this in terms of a mou, legislation, in terms of our franchise agreement? what is it in terms of to ensure there is complete understanding that there will be a certain level of response and that level of response will not be compromised? >> that is a good question. i would say my initial thoughts are that we do live with pg&e as our main power supplier. i think they are probably -- there are probably mechanisms in the agreement with pg&e for their level of service that we could use as an underlying foundation for producing a more specific mou, constant reporting mechanism, and that we staff it appropriately so that we go beyond just our own leadership individually, that we make it a part of the city's review of our infrastructure. i hav

wisdom through our bay area bay quality district, our partners at the pork, -- port, the work of ed leee border supervisors, and through these public-private partnerships that we are now developing. this federal stimulus grant provides 4600 of these charge points by october 2011. $37 million from the fed to do this. and they are doing it in cities that have demonstrated leadership first, and that is why this is the first partnership of its type, were like a clipper card, you can take your mastercard and touched it, be able to take one of these vehicles. i know everyone says, what is the big deal with public policy? leadership matters and it creates new economic opportunities and leverages federal dollars in ways that other cities are not. again, i am just very excited and proud of this. thank you to supervisor dufty for leading the church -- charge. i was working on that line "charge." >> wait till i get started.
