please welcome mayor ed lee. >> hello, everybody. you know i don't like to read speeches.nt to have a chance to speak from the heart. this is our celebration of black history month. and i am so happy to see all of you come to city hall to recognize this and to recognize the great work that pat williams is doing because about the stories that need to be told. and i, as my life becomes unfolding in front of a lot of other people you're going to hear about me and i want you to know there's a lot of part of the black community that has to do in my peam and gsh famed -- family and so i want to tell you a story. it's a true one. so when i was growing up in the projects in seattle, washington, my neighbors were black. we had businesses in the black community because that's where we could start. that's where my dad was able to cook in restaurants. and there was a gentleman who owned the gas station. his name was darnell. and he came to the restaurant every day to have his meal and to support my father's struggle as he tried to make that restaurant business succeed. well, it was du

. >>> the mayor ed lee endorsed the ban on plastic bags.nt to expand toall stores and restaurants. it would require businesses to charge customers 10 cents for a paper bag. the mayor said it will help cut down on pollution. >> we do have a strong desire to get them out of the waste stream and healthy streams that we want to make sure the environment is taken care of. >> he said the city will focus on education rather than enforcement and he would reconsider the charge if it proved ineffective in changing people's habits. >>> a lawsuit was filed against sea world. it names 5 orcas as plaintiffs. lawyers say they are being treated like slaves when they are forced to perform daily that parks. sea world lawyers want a dismissal. >>> project has run into a funding problem. according to the chronicle, the $1.1 billion product is $60 million short to begin phase two. that is due to start within weeks but financing hasn't come through. transportation officials are working with the transportation commission and caltrans to get the project completed.

the go laurie shuttle company is accused of making an illegal contribution to mayor ed lee's election campaign. the direct attorneys said it broke the law to ask employees to make donations and reimburse them with company money. the ed lee returned the contributions after questions were changed. >>> the board of supervisors voted yesterday to table one measure that would have replaced yank choice voting with a primary and run off system. the other measure calls for more voter education and consolidating the odd year elections. supervisor sent that proposal back to committee for further review. >>> the 49ers could be playing in their new stadium sooner than anyone expected. last night they approved the final plans for the $1 billion facility. it calls for the 68,000 seat stadium to be finished on august 2014. and thiamines the 49er -- and that means the 49ers would play just two more seasons at candle stick park. >>> iran is scheduled to unvail several new projects. the projects will illustrate the slogan nuclear energy for all and nuclear weapons for none. iran insists the nuclear pro

mayor ed lee is the 43rd mayor of the city of san francisco.munity. if you look at what san francisco is doing and has done, you will get the kind of role that he has played. first, behind the scenes. now very much in the front of the room as mayor. san francisco is, i think, the first city with 100% of its transit non-traditionally or alternatively field, either in electric, by a diesel, or natural gas. the city that has a 70% and diversion rate, all being destructive on twitter and everything. almost 80% of all the trash generated in the city goes somewhere besides a landfill. that is one of the highest rates in at the world, and it is on the path to be 100% landfill- free by 2020 and also for the city to be renewable power by 2020. if you are here last year, you heard his predecessor gavin newsom talk about some of the vision of what has been going on in the city. not just the vision, but the accomplishments. a terrific story. this is a man that has been making this happen for years and years. please join me in welcoming mayor ed lee. we have the pleasure of working with her and the city administrator, ed lee, when the society was engaged in working to have the city adopts a slavery disclosure ordinance, which the board of supervisors did adopt. it is on the book. the ordinance would require certain entities that do business with the city to disclose whether their origins -- where they have their origins historic plea, and whether they are in any way related to slave trade. we worked closely with ms. kelley in that regard. the skills, expertise, and commitment she brought to that challenge was unswerving in terms of its implementation. at the board of supervisors last week, we were there when the announcement -- when she was before committee with regard to her nomination to become the next city administrator. i got up and made a few comments. somebody got up after me. i said to that after him, "i wish i had said what he said." he said we talk about the fact that naomi kelly, hopefully next tuesday, will be approved by the board of supervisors to become the first african- american, first woman as city administrator. we

coming up, what mayor ed lee says how the city is doing right now in terms of revenue and unemployment. >>> cal-trans is getting ready to clean up a large homeless camp in the south bay. the camp is located near highway 87 and interstate 280 in san jose. christen captain joins us live to tell us why the camp wants to close up out of this area, christian. >> reporter: we have new information in the last 15 minutes or so. we are right underneath highway 87 right near willow street in san francisco, and we just learned that the cal-trans crew is about a quarter mile to the north of where we are right now. cal-trans is targeting camps like this. you can see in the distance here underneath the overpass, some of the debris left by some of the homeless camps in this area, and cal-trans is targeting camps like this, clearing them out and telling the homeless to move on. for a second day, cal-trans crews are targeting homeless encampments like this one, saying the homeless are crossing the freeways, and they present a safety hazard. >> homeless people have to approach it by crossing the ramp, a
