i can't fully appreciate this accomplishment without acknowledging our former late mayor, ed lee.as in 2014 that ed lee worked to bring the stakeholders together and had a consensus driven approach with both labor unions, business leaders, community advocates to develop crop jay which was passed by the voters in 2014 with a 77% approval rating to increase the minimum wage which was then at $10.74 an hour, to today which would be $15 an hour. he often reminded us that the great city that this city of san francisco -- a great city, must treat workers fairly and shared prosperity is an integral part to our strong economy. i'd like to thank former mayor ed lee, mark farrell, and current mayor london breed. the lower polk community benefit district has served as a fiscal sponsor and mentor throughout this period, particularly christian martin, their executive director, and chris schulman, the president of their board. our staff has been dedicated and working hard, and they have spent weekends and evenings working with the community to help people understand the small of a community benefit district, and to take on above all of the challenges that the community has offered, as well. a person who couldn't be here today who has been very, very helpful is barbara adayo who is a property owner at 1650 jackson and who worked to get the majority of her building to support or to address us. other community benefit district executive directors have been very helpful as well, as have the consultants that were mentioned by chris corgis. i think discover polk is a fantastic idea. we have a wonderful community. it needs to be cleaner, safer, and more vibrant, and i think this is a good way to do it.

beloved mayor, ed lee, back in 1984.n 2006, the program was adjusted to be not -- it turned into the l.b.e. program. up until 2006, it was under the purview of the human rights commission. in 2011, it moved over to contract monitoring division. i sit on the advisory committee. i'm by no means an expert. we have c.m.d. staff here that can probably answer very specific questions about the ordinance, but can i give you an overview about what it's like to be an l.b.e. want to skip forward to what i found was interesting. one of the purposes of the 14b program is that the public has an interest in focusing a vibrant network of businesses in san francisco. and san francisco believed we could accomplish this goal by assuring that small and micro businesses can compete for projects on a level playing field. i think it's interesting that san francisco owned the first business incubator program. it was this. again, i wanted to quickly talk about just the ecosystem. i also want to mention that there is turn within this ecosystem. f
