edgar lopez with public works. our agency would be the one who would be implementing the work doing the tenant improvements at 440 turk street. if you were to approve this resolution, it would expedite the amount of time it takes to procure contracts, implement the design. we estimate it would save any from 17 to 30 months, we would mobilize as early as january 12th to start abatement of hazardous materials while design is being completed and run lots of different things in parallel. so if -- for -- if this gets delayed, we're losing day by day, and if we were not to do it through an emergency declaration, again, it would add seven to 12 months to the construction schedule. >> supervisor safai: from when that was awarded -- so it would have to be a bidding practices. >> yeah. we would have to go through a bidding process. >> supervisor safai: so i would ask the district chair to -- maybe she can say exactly what her prerogative is. what i was trying to do in committee yesterday was the idea that the department woul
