my name is bonnie santino from edison charter academy. i first want to thank you for receiving our petition and for your thoughtful comments on it. we did take everything that you said into consideration as we move forward into the next steps. and i just wanted to make a few points about our school. the charter petition that we presented to you was an entirely community-based effort. we did not hire consultants from across the country to write about our school. we actually had teachers, administration, parents and community members write our charter. and we acknowledged the comment that we were not maybe 100% clear on the process but we are learning our community is attempting to take those deficient sis and correct them and mostly to be able to document them properly. in addition, i wanted to note that a couple of years ago when we moved away from our contracts with our previous management company, we did decide to become a community-based public charter school and so in that 2 1/2 or so years that we have taken on that decision, that is

, or entanglements with edison learning inc.. have we look into that at all? i am not going to say anything that may be related to a lawsuit, but do we have information about that? can i get that from our legal department? >> we do not have that information. we can certainly ask the petitioner. commissioner wynns: if the charter is denied, it will not be an issue. the real comment i wanted to make is that it is extremely difficult for me, sadly, to trust that it is a good idea for us to enter a charter relationship with this school. i think a lot of the comments that have been made about the changes in management and programs that have been made at edison really are -- tell us that in fact this was probably not a renewal. we do not hold the charter, so it is not really up to us. one of the restrictions is that renewals in california are for five years. but this is probably more appropriately a new charter proposal, which would have allowed us to charter for a shorter period of time, the initial chartering term. that might -- i me

based in large part on the representations of pg&e, and southern california edison, they would support our efforts to about with the feasibility of community choice. the board decided, rather than start the fight of municipalization, let's pursue community choice. we began a second round of communication with the local city councils and the regional board of supervisors. we ultimately form the the san what keene valley power authority in 2006. -- formed the san joaquin valley power authority in 2006. we brought two counties to the table. fresno county never made the final step. we worked closely with that board of supervisors as we developed our implementation plan. we have the somewhat dubious honor of saying we were the first entity to file an implementation plan and have it certified by the public utility commission for commencement of a community choice program for our member agencies. that initial certification was achieved in april of 2007. we worked through the processes as a result of a request for proposal process. we identified a potential full- service energy supplier. we al
