rich edson over to you. i had thought it was constitutionally required that bills have to begin in the house of representatives but the senate is feeling betrayed by the fact that house republicans are starting their own bill. why is that so offensive? >> constitutionally revenue bills must generate in the house of representatives but the senate has discovered a way around that. what they do is you send over a revenue bill, the house does this all the time, any time it passes something it is sent to the senate. the senate can take the language and swap it out with the debt ceiling agreement and send it back to the house. you already have a number of revenue bills on the senate. this could be dealing with minor tax that no one ever heard of and you can swap out the entire guts of that bill and send it back to the house so procedurally there are ways that the u.s. senate can do this and that is the question. the house can send something over today with something known as a message on it and that could help the

we go right to rich edson at the white house. hey, rich. >> hey, tracy.l speak in the briefing room, the schedule says should be coming any minute now although we're not always on time here at the white house. president obama in the briefing room will take a couple questions according to the white house after the president and the speaker were on the phone the speaker and the president, white house and speaker's office both acknowledging they didn't break any new ground here the president stressing that he wants the house to pass a bill that funds the government to raise the debt ceiling. he is willing to negotiate on all the fiscal matters. republicans say those two proposals are their leverage points. so they're not giving them up and get nothing in return. house speaker john boehner, meanwhile and house republicans pushing a new super-committee. you remember this, this committee is made up of democrats and republicans to iron out fiscal issues. that proposal would likely pass the house. that would have to pass the senate to establish anything like that

rich edson is following it all in washington. rich, bring us up to see. speed where do we stand right now? >> the top democrat and republican in the senate are negotiating a deal right now. they're trying to work outstanding issues. they haven't finalized deal. everything could be in and out. remember, not everything is set in stone until you agree with a final deal. what the framework is looking like, keep the government open until january this. extend the debt ceiling to february 15. medical device tax, delay in that tax we've been hearing so much is knot part of the deal. there is another reinsurance tax they're looking to delay. unions would like delayed. that would be a centerpiece of this. a lot of moving parts on this right now. they don't have a final deal, adam. they're hopeful that stipe in the next few hours they reach a final agreement. all the uncertainty how you get through the senate in time and over to the house and will the house pass it comes up. back to you. >> rich edson, thank you very much. robert kaplan is still with us. i want to a
