rich edson has been going through all these documents. rich? >> gerri, general motors engineers knew about chevy cobalts shutting off inad vert antly a decade before they recalled dozens of these cars. that is what documents in the house energy and commerce committee showed. engineer was writing aways very aware with inadvertent ignition office. the piece cost of the ignition switch went up 90 cents and $400,000 in tooling and almost 500,000 doll in volume. another gm document showed the company already decided cost was too high. in report entitled, quote, cost estimate to change the vehicle key for the cobalt only, the author writes, quote, none of the solutions represents an acceptable business case. in other words the solution is too expensive that very report says a lengthy lead time cost and no guaranty their proposed fix would fully solve the problem. by last year, federal regulators were complaining of gm's cooperation saying in an email to the company that quote, the general perception is that gm is too slow to communicate, slow to act

rich edson is following the story for us. >> arguments in the case earlier today -- it takes the signal any channel that you would get if you just had the antenna on the back of your television, and for $8 a month, it gives its users the ability to go on and watch those channels on their tablet or their phone or their computer. but the broadcast companies say they're essentially taking copyrighted material and broadcasting it to their customers for a profit. aereo says they record the programming and allow their customers to rent the equipment from them so they're not really broadcasting it. either way, both sides agree this decision will be extremely consequential. >> what's at stake in this case is really the nature of broadcast television as we know it because if a company like aereo can somehow provide content to lots of strangers without engaged in a public performance, i think the networks, at least some of them, have to rethink the way they provide content. >> the court understood when a person watching over the air broadcast television in his or her home is engaging in a private

fox business network's rich edson following this story. >> this is a major substation in northern californiametcalf. it's still following up on leads. they don't believe at this point that terrorism was involved a year ago during that attack. the power company, pg&e, is offering $250,000 for niz information that folks have to who may have been responsible for that attack. meanwhile here in the u.s. senate, there were questions about that attack today and also about a report from a government report in "the wall street journal" from about a month ago that said that basically if you knocked out seven essential power substations in the u.s., you could bring the u.s. grid down from coast to coast, possibly for months. lawmakers are looking at first, is the grid safer than it was a year ago? is it getting safer? officials say they are working on that. but what exactly was that sensitive government report doing on the cover of "the wall street journal." and officials for the regulatory agency say they're working at safeguarding information in the future so that doesn't happen again, gretchen. >> r

here with more, fox business as own rich edson. >> well, gerri, she doesn't know because they're leading an investigation at gm around she wasn't in her capacity as gm ceo at the time. that is pretty much the standard answer that she gave to a host of serious questions that they had on this panel. an ongoing investigation deferring to that for the better part after few hours where she testified on capitol hill. she also said that basically, moving forward from here, there will be uncertainty about victims compensation funds. they have hired ken feinberg to try to deal with that. going from here, the lawmakers said they were very underwhelmed. others said she and her answers were in a way gobbledygook. there was a bit of substance here looking back on gm and its history on all of this, she referred to what former gm executives or perhaps they're still even there, but in their capacity in dealing with this, when gm made the evaluation that it would be too expensive to fix the ignition problems about 10 or so years ago, and in doing so, she took a shot at the old gm. >> so when gm concluded

rich edson spoke exclusively with him earlier today and he joins us now. what does he say? is confident and koses. he secured the support of key retirees and creditors. the emergency bank of the deal fell faces opposition. investors who bought certificates of participation in 2005 are resisting the plan. the joy of managers call the debt offering a sham and are offering lower recovery rates. the city will likely need some supervision after it emerges from bankruptcy. >> i don't know if there should be a manager that made me be someone with sort of an impartial observer but i think it is the market standard, whether it was the d.c. control board in d.c. or the municipal assistance corporation in new york they have to have opposed emergence oversight at various levels, levels and independent, levels that the state and the court because this is the federal process. it is not uncommon for courts to retain jurisdiction going forward so is expected there will be a level of oversight. >> the obama administration rules out a direct bailout for detroit federal government has directe
