david: rich edson is live from d.c.ils of exactly who could be impacted the most. >> reporter: latest sanctions are out. you know the russian economy's largely built on oil and gas, and the united states and european union are announcing this afternoon the expansion of sanctions against russia and, quote: services necessary for deepwater oil exploration and production, arctic oil exploration or production and shale oil projects in russia may no more be supplied for instance drilling, well testing or logging services. exxon, bp and shell, other pens have invested billions of dollars partnering with russia and energy firms on drilling wells, things like that. a spokesman says the company is assessing sanctions and that it's exxon's policy to comply with all laws, even with this latest round of sanctions the white house says the administration is willing to reduce their impact with the long-hoped change in russian conduct. >> the president is committed and is willing to begin to roll back some of those sanctions if we star

rich edson has the latest from d.c. rich? >> good evening, gerri.s are investigating whether pimco bought discounted bond and appraised them at a higher price, giving those investments higher value shortly after buying them this is all according to "wall street journal" the report says the fcc investigation is pimco's total return etf or exchange traded fund. it allows them to sell it on exchange like a stock. pimco is cooperating with sec. the sec refuses to comment. citing sec officials journal says regulators increase scrutiny of investment funds and whether they value assets accurately and they say they have been investigating pimco for months. one securities attorney saying other firms buying and selling similar assets could be sec targets. >> sec is making clear coming hard against firms that misprice these securities. and so that is part of the problem of holding these illiquid securities, games have been played with these prices. the sec knows it if i'm one of these firms and i i have a significant percentage of my assets in illiquid investm

rich edson is in washington with how it all played out and what it means for football fans everywhere? >> well, melissa the national football league fought to preserve the fcc blackout rule and it lost though it is likely little changes will result of this morning's vote. the fcc eliminated this blackout rule. it blocks professional sports events from local broadcast channels in the home team fails to sell out its stadium. the fcc will not longer enforce that rule. the problem for the fcc chairman, the nfl and local broadcasters can enforce their own blackout policy and likely will. >> if there are blackouts next weekend, or, monday night, or thursday night, let alone on sunday, it will be the decision of the league and its team owners, not with the, without the participation of the federal government. >> so with that the fcc commissioner's encouraged the nfl and broadcasters to overturn their blackout policy given league statements before the vote, seems pretty unlikely. melissa? melissa: rich, thank you so much. speaking of football, we would never ever condone gambling here on "mon
